About this opportunity
The Commonwealth of Kentucky's Division of Engineering & Contract Administration, on behalf of the Kentucky Department of Corrections, is requesting bids for replacement of the wastewater treatment plant at Bell County Forestry Camp in Pineville, Kentucky under RFB-01-27, with bids due July 21, 2026 at 1:30 p.m. Eastern Time and a mandatory site visit on June 17, 2026 at 10:30 a.m.
The scope involves constructing a new wastewater treatment plant rated for 200,000 gallons per day peak flow, designed as a sequencing batch reactor style system with tertiary filtration and ultraviolet disinfection. A bid alternate includes demolition of the existing plant and replacement of the interior of the influent pump station. The basis-of-design equipment includes EcoCycle SBR by Parkson Corporation and Model 250s Ultra Low Waste Filter by AquaPyr LLC, though Aqua-Aerobic Systems units are approved as substitutes provided contractors demonstrate compliance with Specification Section 465353 and submit detailed evaluations addressing operating and maintenance costs, building space, structural modifications, electrical upgrades, and control system changes. Electrical service is 208/120V, 3-phase, 4-wire. The influent pump station and SBR structure are classified as Class 1 Division 1 and Class 1 Division 2 hazardous locations respectively, requiring NFPA 820 and NEC Articles 500 and 501 compliance. Equipment warranties are 18 months from on-site delivery or 12 months from start-up, whichever is earlier. No American Iron and Steel or Build America Buy America requirements apply.
Site visit attendance requires submission of an NCIC background check form by June 9, 2026 at 3:00 p.m. to James Dibrell. All bids must be submitted exclusively through the Commonwealth's eProcurement system; postal, courier, and hand-delivered submissions are prohibited. Bidders must register in the Vendor Self Service system at https://vss.ky.gov, allowing 24–48 hours for completion, and enter $0.00 for contract amount in the system while submitting the actual amount on the Official Bid Document as a single combined PDF with any required bid bond. Plans, specifications, and drawings are available at no charge through https://www.stateofkyplanroom.com; contractors obtaining documents from other sources will not be registered as planholders and will not receive addenda. A public bid reading will be conducted via conference call at 3:00 p.m. Eastern Time on the bid opening date. Addenda 1, 2, 3, and 4 have been issued addressing site visit date modification, equipment approvals, hazardous location classifications and electrical revisions, and bid opening date extension due to the Fourth of July holiday. Contact Purchasing Agent Janis Wilhoite at janis.wilhoite@ky.gov or (502) 401-6239 for procurement questions.
