Addendum 3 to Invitation to Bid No. RFB-01-27
This document is Addendum 3 to an Invitation to Bid issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, for the Wastewater Treatment Plant (WWTP) Replacement at Bell County Forestry Camp, a Kentucky Department of Corrections facility located in Pineville, Kentucky. The addendum, issued June 30, 2026, addresses contractor questions regarding equipment substitutions, specifications, and electrical systems for the WWTP replacement project. The amendment clarifies that Aqua-Aerobic Systems SBR (Sequencing Batch Reactor) units may be submitted as substitutes for the specified EcoCycle SBR manufactured by Parkson Corporation, provided contractors demonstrate compliance with Specification Section 465353 and Section 012500 (Products and Substitutions). Aqua-Aerobic Cloth Media Filters are also permitted as bid alternates. The document specifies electrical requirements including 208/120V, 3-phase, 4-wire service for equipment motors and confirms that Post Equalization and SBR control panels may be combined into a single unit. The addendum identifies two bid alternates: Alternate 1 addresses demolition of the existing WWTP, while Alternate 2 covers rehabilitation of the influent pump station including pump replacement and new electrical equipment installation.
The addendum establishes that equipment warranties shall be 18 months from on-site delivery or 12 months from start-up, whichever is earlier, correcting a previously stated seven-year warranty requirement. Contractors proposing substitute equipment must submit detailed evaluations addressing operating and maintenance costs, building space requirements, structural modifications, electrical upgrades, and control system changes necessary to accommodate alternatives. The document includes revisions to electrical sheets E-00-601 and E-00-603, which increase the Post EQ Control Panel feeder circuit breaker from 50 amperes to 100 amperes and provide updated panelboard schedules. Specification Section 012500 is incorporated as an attachment, establishing comprehensive requirements for product substitutions, including manufacturer experience documentation (minimum three years), evidence of successful applications in similar wastewater treatment facilities for at least one year, or alternative guarantees through cash deposits or bonds. The addendum emphasizes that substitute products must demonstrate compatibility with specified systems and that any characteristics inferior to specifications will not be accepted unless offset by superior characteristics that provide overall project equivalency.
