About this file

This is Addendum No. 4 issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, for Invitation to Bid (RFB) No. RFB-01-27 regarding the Wastewater Treatment Plant Replacement project at the Bell County Forestry Camp operated by the Kentucky Department of Corrections in Pineville, Kentucky. The project involves the replacement of a wastewater treatment plant with specific equipment including pumps, a sequencing batch reactor (SBR), ultraviolet (UV) treatment systems, and tertiary filters. The original bid opening date was moved from July 2, 2026, to July 21, 2026, at 1:30 P.M. Eastern Time due to the Fourth of July holiday. The addendum addresses clarifications regarding product substitutions for both critical and non-critical components and identifies the basis of design manufacturers: EcoCycle SBR by Parkson Corporation of Shawnee, Kansas, and Model 250s Ultra Low Waste Filter by AquaPyr, LLC of Willis, Texas. GRW Project No. 5113-05 is the associated project identification number.

The addendum clarifies that non-critical products such as yard valves and exhaust fans must meet all requirements in their applicable specification sections, while critical products including pumps, SBRs, UV treatment, and tertiary filters that differ from the basis of design must include submittal documentation demonstrating compliance with specifications and absence of hydraulic issues. Any product substitution requiring changes to project drawings or layout must include those modifications in the bid package, with all associated costs incorporated into the contractor's base bid price. The document revises answers from Addendum No. 3 regarding Aqua-Aerobic Systems as approved vendors for both the SBR system and cloth media filters, contingent upon demonstration of specification compliance and hydraulic compatibility. Bidders must reference Specification Section 012500 when evaluating modifications for substitutes, including considerations for operations and maintenance costs, building space, structural, electrical, and control system modifications.
