About this opportunity
The University of Massachusetts Chan Medical School is issuing a Request for Applications (RFA) to develop a Qualified Consultant List (QCL) for ForHealth Consulting Strategic Initiatives. The procurement seeks to prequalify a pool of independent consultants and small consulting firms (with 10 or fewer employees) to provide temporary strategic and operational consulting services across multiple domains including information technology, business development, policy analysis, data analytics, population health, and project management. Qualified consultants will be categorized into four positions: Executive Advisor, Project Manager, Project Coordinator, and General Consultant, with varying requirements for education and professional experience ranging from bachelor's degrees with 2-5 years of experience to advanced degrees with at least 5 years of senior-level experience. The RFA requires comprehensive application documentation submitted through the UMass BuyWays Portal, including detailed forms, resumes, references, and specialty area expertise descriptions. Evaluation criteria will focus on experience, expertise, reference quality, and ability to meet UMass Chan's evolving needs, with the initial application due on February 4, 2025, and a final application deadline of December 18, 2029.
The procurement is open to individual consultants and small consulting firms, with no specific set-aside designations for disadvantaged enterprises mentioned in the documentation. Consultants will be required to execute a Master Services Agreement (MSA) with UMass Chan and must provide extensive documentation including a Third Party Privacy Questionnaire demonstrating robust privacy and security practices. Insurance requirements are comprehensive, including commercial general liability, workers' compensation, professional liability, and cyber liability insurance with specific minimum coverage amounts. While no guaranteed minimum work volume is promised, selected consultants will be added to a flexible "bench" of vetted professionals available for ad-hoc assignments across state and federal agency partnerships. Compensation will be negotiated on a per-project basis through individual Statements of Work (SOWs), with hourly rates submitted by qualified consultants and subject to UMass Chan's discretion for rate adjustments. The contract term spans up to five years, with individual project engagements determined as specific needs arise within ForHealth Consulting's strategic initiatives.
