About this opportunity
The State of Michigan is procuring printing services for the production of Revolving Fund Receipt Books through its Department of Technology, Management & Budget. The solicitation requires the production of ten receipt books, each containing 50 sequential sets of four-part NCR (no carbon required) receipts, totaling 200 receipts per book with dimensions of 7.5 inches wide by 2.75 inches high. Each receipt book must feature dark forest green flood-coated and laminated covers with black coil binding, sequential crash numbering beginning at 60651, and precise perforation specifications for horizontal and vertical cuts. The specification requires all materials including 110-pound white cover stock, four-part NCR text stock, black ink for text and numbering, green ink for cover flood coating, bindery work, perforations, sequential numbering, and carton packing for delivery. All bids must be submitted online by May 22, 2026, and must include detailed quote letters; failure to include a comprehensive quote will result in automatic disqualification. The State will award the contract based on best price and value, meaning the lowest bidder may not automatically receive the award if quality concerns or requirement fulfillment issues exist. Bidders must provide a PDF electronic file and proof prior to production, and the State reserves the right to inspect all work and deliverables within 30 calendar days of delivery, with non-conforming items subject to rejection and correction requirements within 10 calendar days at vendor expense plus a 10% administrative fee.
This procurement is restricted to vendors that are prequalified with the State of Michigan's Print & Mail Management division and registered with the state's electronic procurement system to accept Electronic Funds Transfer (EFT) payments; pre-qualification takes approximately one week and interested vendors should contact Andrew Hale at 517-636-0092 or halea3@michigan.gov to initiate the process. No incumbent vendors or current contractors are identified in the solicitation materials. All deliverables must be delivered FOB Destination, prepaid, to the State's dock at 7461 Crowner Drive, Lansing, Michigan 48913, with all freight costs included in the bid submission and delivery accepted only during General Services Building dock hours of 8:00 a.m. to 3:30 p.m., Monday through Friday, excluding standard holidays. Pricing must be fully inclusive with no under-runs accepted and any over-runs charged to the vendor, and invoices should be submitted both electronically to DTMB-PrintingServices@michigan.gov and entered into the VSS system. No specific budget range or award value is disclosed in the solicitation materials. All electronic files provided become property of the State of Michigan upon delivery, and vendors must comply with Michigan's Standard Contract Terms, which require comprehensive warranties, clear title and ownership, compliance with applicable federal, state, and local laws, and maintenance of records for four years post-termination.
