About this opportunity

The State of Maine Department of Administrative and Financial Services, Bureau of General Services, Division of Purchases, is requesting quotations for custodial services at the Department of Corrections leased office space at 529 Main Street, Damariscotta, Maine, with quotations due April 27, 2017 and a facility walk-through scheduled for April 21.

The scope covers hygienic cleaning of approximately 1,400 square feet one day per week on Wednesdays between 8:00 a.m. and 5:00 p.m., including restroom sanitation, waste removal, carpet vacuuming and monthly shampooing, floor mopping and annual tile refinishing, window and glass cleaning, counter and hard-surface wiping, and dusting at various levels. The contractor must furnish all supplies, equipment, materials, labor, supervision, and tools except paper towels, toilet paper, trash liners, hand soap, and urinary tablets, which the State will provide. All cleaning materials must carry Underwriters seals of approval and OSHA certification, with Safety Data Sheets maintained on-site.

The contract term runs from May 17, 2017 through October 31, 2018, with two optional one-year renewal periods extending through October 31, 2020. The incumbent contractor, Start to Finish, LLC, provided twice-weekly service at $390.00 monthly. Bidders must submit monthly, annual, and three-year cost quotations plus an hourly rate for supplemental services through the State's electronic procurement system (Advantage Vendor Self Service). Incomplete submissions are subject to rejection.

The contractor must maintain $300,000 commercial general liability insurance per occurrence and $300,000 automobile liability, with the State named as additional insured, and must obtain workers' compensation coverage. All bidder personnel, including supervisors and management, must pass background checks. The contractor may subcontract no more than 15% of work, and subcontractors must carry equivalent insurance. The State reserves the right to reject a low-cost bidder with documented poor performance within the previous five years and may terminate on thirty days' notice if the underlying lease is not negotiated or is terminated.
