About this opportunity

The Florida Department of Economic Opportunity (DEO) is seeking proposals for solicitation number 23-RFP-002-TH, titled "Return on Investment (ROI) of Workforce Programs." The selected contractor will be required to provide statistical methods, processes, and parameters for two ROI models - one that evaluates workforce programs implemented by Local Workforce Development Boards (LWDBs) and one that evaluates Career and Technical Education (CTE) and state apprenticeship programs. The contractor will be responsible for developing resources, tools, and processes to facilitate the ongoing application of these education and workforce ROI models to new inputs. The evaluation criteria include Technical Response Submittal (65 points), Past Performance References (10 points), and Cost Proposal (25 points), with the lowest responsive cost proposal receiving the maximum available points. Proposals are due on December 21, 2022, and DEO anticipates issuing one contract with the option to renew for up to three additional years.

The RFP does not appear to include any set-aside designations or restrictions on the types of organizations that can respond. There is no mention of any incumbent vendors or current contractors, and the RFP does not specify any existing infrastructure or technology that requires integration. The total contract amount is not provided, but the RFP indicates that DEO will evaluate the cost proposals and award the maximum available points to the respondent with the lowest responsive cost proposal.
