About this opportunity

The City of Johns Creek is requesting proposals for retirement plan consulting services via RFP 22-143HR, with sealed proposals due May 23, 2022 at 2:00 PM Eastern Time and a question deadline of May 13, 2022 at 5:00 PM through BidNet. No set-aside or preference program applies; the RFP does not require award to a minority-owned firm, though minority firms will be considered fairly in evaluation.

The scope covers both plan-level and individual employee-level services for two governmental 401(a) and 457(b) defined contribution plans. Plan-level services include 3(21) co-fiduciary responsibilities, plan design and architecture review, investment policy recommendations, quarterly investment committee meetings, and plan document review. Employee-level services encompass enrollment assistance, deferral rate determination, investment diversification recommendations, and on-site counseling at five locations including City Hall and four fire stations. The combined plans held approximately $53 million in assets as of April 2023, with 251 active participants in the 401(a) plan and 206 in the 457 plan.

Minimum qualifications include a 3(21) co-fiduciary agreement, five or more years of retirement consulting experience, expertise in investments and plan governance, a local Georgia client services team, and the ability to provide quarterly fund analysis and reporting. The initial contract term is three years with options for two additional one-year renewals.

Technical proposals are limited to 20 one-sided pages in 10-point font and will be evaluated on firm experience (15 points), consultant team qualifications (15 points), scope understanding and approach (30 points), questionnaire response (15 points), references (10 points), and fee proposal (15 points). Pricing must be submitted as basis points on plan assets rather than flat dollar fees. The incumbent is OneDigital. Principal Financial currently serves as recordkeeper. A shortlist will be notified on or around May 27, 2022, with interviews scheduled June 6–10, 2022. Notice of Intent to Award is anticipated for July 8, 2022. Proposals must include W-9, E-Verify, immigration compliance affidavits, and campaign-contribution disclosure forms. All contracts require $1 million per person and $2 million per occurrence general liability insurance, statutory workers' compensation, and $2 million per occurrence professional liability insurance.
