About this file

This is Addendum #3 to Request for Proposals 22-143HR issued by the City of Johns Creek, Georgia, for Retirement Plan Consultant services. The addendum addresses thirteen sets of questions and answers submitted by prospective offerors regarding proposal submission requirements, evaluation criteria, and plan-specific information. The RFP solicits proposals from qualified firms to provide retirement plan consulting services for the City's plans, with sealed proposals required by 2:00 PM on Monday, May 23, 2022. The deadline for submitting questions was May 13, 2022 at 5:00 PM. Proposals must be submitted through BidNet, the Georgia Purchasing Group's online bidding system. Offerors must submit responses on pages 1, 3, 4, 21, 22, and 23 as required forms, with technical responses limited to a 20-page maximum that excludes cover letters, appendices with resumes, signed addendums, and sample work products. Electronic signatures are acceptable in lieu of ink signatures.

Pricing must be submitted as basis points on plan assets rather than flat dollar fees, with the option to separate participant service costs from plan-level service costs. The current plan recordkeeper is Principal, estimated since 2006 at the City's inception, and current recordkeeping fees are not being disclosed. The plan administrator is new and lacks complete account history. No investment policy statement currently exists and must be developed. OneDigital serves as the current broker on record, providing quarterly investment reviews, meetings, and employee education services, but is not permitted to offer ancillary investment or insurance products. Financial statements are not required for submission and are considered non-public records if submitted. The RFP does not require award to a minority-owned firm, though minority firms will be considered fairly in evaluation.
