About this opportunity
Pinellas County School District is soliciting sealed electronic bids for resurfacing, resealing, and restriping services at district facilities county-wide, with bids due August 4, 2026 at 4:00 p.m. through the District's OpenGov e-Procurement Portal, and a mandatory pre-bid conference held July 21, 2026 at Walter Pownall Service Center in Largo (bidders arriving late are ineligible to submit).
Award will be made to a maximum of two contractors within a 70-mile radius of the District office, based on highest point score. The estimated contract value is approximately $300,000, excluding renewal options, though actual purchases may vary. The initial contract period runs September 1, 2026 through August 31, 2027, with renewal options for two additional one-year periods by mutual consent and the District's unilateral right to extend for three additional thirty-day periods. Prices and discounts must remain firm for the initial contract term; price escalation or de-escalation at each renewal period may not exceed the previous year's Consumer Price Index for All Urban Consumers (CPI-U) change.
The scope encompasses asphalt resurfacing and repair (Type S-3 minimum one-inch compacted thickness), pavement marking and striping using water-borne traffic paint, coal tar emulsion seal coating conforming to Federal Specification R-P-355e, and miscellaneous work including base material installation, concrete car bumpers, speed tables and bumps, and asphalt demolition. All work must comply with State Requirements for Educational Facilities (SREF) as part of the Florida Building Code and reference Florida Department of Transportation standards.
Contractors must demonstrate five continuous years of business operation under the same legal entity and provide documented evidence of five comparable large paving projects within the last five years. All employees with access to school grounds or students must obtain Level 2 background screening clearance under the Jessica Lunsford Act. Contractors must register with E-Verify and carry General Liability Insurance ($1,000,000 per occurrence / $2,000,000 general aggregate), Automotive Liability Insurance ($300,000 Combined Single Limit), and Workers' Compensation Insurance per Florida Statute 440. All materials, equipment, and warranties must meet manufacturers' standards with one-year coverage on all work. Subcontracting is permitted only with prior written authorization from the Maintenance Department. Bid evaluation and contractor selection are scheduled for August 7–12, 2026, with School Board approval estimated for September 8, 2026.
