About this opportunity
The City of College Park is issuing Invitation to Bid (ITB 26-44) for resurfacing and restriping services at the Georgia International Convention Center (GICC) campus located in Fulton County, Georgia. The procurement seeks qualified, licensed, and insured contractors to perform comprehensive pavement rehabilitation on approximately 2,000 parking spaces across 18.7 acres (90,508 square yards) and adjacent roadway segments along Convention Center Concourse for approximately 0.86 miles. The scope of work includes milling 1.5 inches of existing pavement, applying a 1.5-inch layer of 9.5 mm Superpave topping material with lime, and providing thermoplastic striping for parking spaces, ADA spaces, access aisles, directional arrows, stop bars, and crosswalks in compliance with current ADA and MUTCD requirements. All resurfacing work must be warranted for one year after completion. Bidders must submit itemized costs for milling, asphalt resurfacing, striping and pavement markings, and traffic control and safety rather than a single lump sum bid. A non-mandatory pre-bid conference will be held virtually on April 15, 2026, at 10:00 a.m. EST via MS Teams, with a deadline for questions, answers, and clarifications on April 17, 2026, at 3:00 p.m. EST. Proposals must be submitted electronically through BidNet Direct no later than Tuesday, April 28, 2026, at 3:00 p.m. EST. The contract will be awarded to the most responsive and responsible bidder, which may not necessarily be the lowest cost proposer, with an initial one-year term and an option to renew for four additional one-year periods.
Local preference may be granted to businesses with a staffed physical location within the City of College Park corporate limits that have maintained a valid business license for at least one year, with a local vendor's bid eligible for recommendation if it does not exceed the lowest non-local bid by more than 3% for bids up to $150,000 or by the applicable threshold for higher amounts. The primary contractor must perform no less than 51% of the proposed work. Bidders must submit a bid bond equal to no less than 5% of the amount bid, and the successful bidder must furnish performance and payment bonds, each for 100% of the contract amount, prior to the issuance of the Notice to Proceed. Insurance requirements include Workers' Compensation in accordance with Georgia law, a Business Auto Policy with a minimum of $1,000,000 per claim, Commercial General Liability of $2,000,000 per occurrence, and Professional Liability of no less than $1,000,000 per occurrence. The City reserves the right to select all or portions of the project based on available funding or priority and to award to multiple bidders at its sole discretion. No specific budget range or award value has been disclosed in the procurement documents.
