About this opportunity

Broward County's Parks and Recreation Division is seeking a contractor to resurface and convert two existing tennis courts (courts 9 & 10) at CB Smith Park into six permanent pickleball courts. The project requires a comprehensive service package involving surface preparation, crack repair, multiple acrylic latex coating applications, installation of six pairs of Har-Tru Advantage sleeved aluminum pickleball posts, Courtmaster pickleball nets, and 112 linear feet of 4-foot high black vinyl-coated chain link fencing. Contractors must demonstrate qualifications through an established reputation in athletic court surfacing and provide documentation of at least three similar court surfacing projects completed within the past four years. The solicitation requires vendors to submit responses electronically through the BPRO system by September 5, 2025 at 2:00 p.m. EDT, with questions accepted through August 25, 2025 at 5:00 p.m. EDT. Vendors must possess specific Florida state licenses such as Certified General Contractor or Certified Building Contractor and complete the entire project within 30 calendar days from the Notice to Proceed. Evaluation will focus on the lowest responsive, responsible bidder, with specific requirements including use of California Products Corporation's Plexipave Sport Surfacing Systems as the performance standard.

The solicitation includes procurement preferences for Broward County Small Business Enterprises (SBE) and County Business Enterprises (CBE), though these preferences are noted as not applicable to this specific project. Vendors must complete several mandatory forms including an Ownership Disclosure, Anti-Human Trafficking Affidavit, Litigation History, and Vendor Questionnaire. Insurance requirements are comprehensive, mandating Commercial General Liability coverage of $1,000,000 per occurrence, Business Automobile Liability, and Workers' Compensation insurance. While no specific budget range is explicitly stated, the solicitation includes an annual permit allowance of $1,368 and requires 100% of work to be performed by the primary contractor without subcontracting. Additional requirements include background screenings for all personnel, compliance with security protocols, and maintenance of county-issued contractor ID badges. The county reserves the right to order up to an additional 20% of specified quantities within one year of award at the same terms and conditions, providing potential flexibility in project scope.
