About this opportunity

The Okeechobee County Board of County Commissioners is requesting bids for construction of a six-court outdoor pickleball facility at the Darrell Enfinger Sports Complex under ITB 2026-05, with sealed bids due July 14, 2026 at 3:00 PM, and a mandatory pre-bid meeting on June 2, 2026 at 3:00 PM at the project site. Okeechobee County's local-vendor preference applies: local vendors within 2 percent of the lowest non-local bid may match that bid for projects between $100,000.01 and $1,000,000.

The scope includes complete site preparation; selective demolition of existing sidewalk and removal of electrical equipment; construction of court foundations; asphalt surfacing with acrylic color coating; perimeter fencing and individual court enclosures; net systems; and a fully functional LED sports lighting system with new electrical service and tie-in. Six courts will be arranged in two rows of three, each individually enclosed and oriented north-south to minimize sun glare, with a total footprint of approximately 103 feet by 128 feet. All work must meet or exceed current national pickleball court standards for dimensional, orientation, surface, fencing, net, and lighting requirements. The contractor is solely responsible for obtaining and maintaining all required local, state, federal, and environmental permits.

The contractor must furnish a 5 percent bid security (bid bond or certified check) with each bid. If the contract award exceeds $100,000, the contractor must provide performance and payment bonds equal to 100 percent of the contract price within ten calendar days of written notice of award. Standard insurance requirements include workers' compensation (employers' liability limits of $500,000 each), commercial general liability (not less than $500,000 per occurrence with $1,000,000 aggregate), and automobile liability ($1,000,000 per accident). Substantial completion is required within 30 days of Notice to Proceed, with liquidated damages assessed at $150 per calendar day for delays.

Written questions are due June 16, 2026 at 3:00 PM. The addenda deadline is June 30, 2026 at 5:00 PM. Bids must be submitted as one original and three hard copies plus one electronic PDF copy on a thumb drive to the Okeechobee County Historic Courthouse, 304 NW 2nd Street, Room 103, Okeechobee, FL 34972, where bids will be publicly opened and read aloud.
