About this opportunity

The City of Fort Myers, Florida, issued a Request for Proposal on May 15, 2026, with a proposal due date of June 15, 2026, seeking qualified contractors to provide comprehensive disaster restoration services on an as-needed basis. The procurement covers emergency remediation, mitigation, restoration, and reconstruction services available twenty-four hours per day, seven days per week, 365 days per year for a five-year contract term. Services include water damage restoration, fire and smoke damage remediation, mold mitigation, structural repairs, contents restoration, and electronic equipment and media recovery, as well as document restoration services. The contractor must provide all necessary labor, materials, equipment, supplies, and supervision to restore affected areas to pre-disaster condition, with initial response to contact required within two hours and full crew deployment within two hours of site assessment. The City intends to award the contract to two or more proposers, with the final number of contractors determined by a selection committee after proposal evaluation. Contractors must submit time and material, not-to-exceed price proposals within four business days of site visits, comply with IICRC standards for water damage restoration (S500), fire and smoke damage (S700), and mold remediation (S520), and maintain comprehensive insurance coverage including workers' compensation, commercial general liability of $1,000,000 per occurrence, commercial automobile liability of $1,000,000 combined single limit, and commercial crime insurance of $300,000 per employee. The evaluation process includes a pass/fail basis review followed by selection committee scoring and recommendation to Council.

The solicitation does not identify specific set-aside designations for disadvantaged enterprises; however, the procurement checklist indicates that if the contract is grant-funded, minority business enterprises (MBEs) in Lee County must be notified. The City requires all vendors to be checked against SAM.gov and the State Suspended Vendor list prior to award. Contractors must meet specific equipment requirements including generators, dehumidifiers, air movers, HEPA vacuums, air scrubbers, water extractors, carpet cleaners, and moisture meters, with access to larger equipment such as water extraction trucks and desiccant dehumidifier trailers within six hours. No incumbent vendors or current contractors are identified in the solicitation documents. The contract is subject to federal provisions including equal employment opportunity, contract work hours and safety standards, debarment and suspension requirements, and compliance with Clean Air and Clean Water Acts. No specific award values or budget ranges are disclosed in the solicitation materials; compensation will be established on a time and material, not-to-exceed basis with specific labor hourly rates and material markups to be submitted by proposing contractors, with the City prohibiting material markup on items designated for federal reimbursement purposes.
