About this file

This is a solicitation checklist summary document for the City of Fort Myers, Florida, outlining procurement procedures for Invitation to Bid (ITB) and Request for Proposal/Request for Qualifications (RFP-RSQ) processes. The City seeks to procure restoration services on an as-needed basis to provide emergency remediation, mitigation, restoration, and reconstruction services including electronic equipment recovery, electronic media restoration, and document recovery services due to fire, flood, sewer backups, smoke, or mold damage. The contractor must be available twenty-four hours per day, seven days per week, three hundred sixty-five days per year. The contract term is five years, with the City intending to award to two or more proposers, with the final number of contracts to be determined by a selection committee after proposals are received. The solicitation process includes a pre-submittal meeting, a question deadline period, a public opening, and a selection committee evaluation phase.

The procurement checklist establishes a comprehensive process requiring internal approvals from procurement, department manager, department director, legal, and grants manager. The solicitation must be sent to the grant source for approval and concurrence prior to publication. If grant-funded, minority business enterprises (MBEs) in the county must be notified. A newspaper advertisement must be published if the contract exceeds two hundred thousand dollars or is grant-funded. All responses will be evaluated on a pass/fail basis, followed by committee scoring and recommendation to Council. Vendors must be checked against SAM.gov and the State Suspended Vendor list. Once a contractor is selected and approved by the grant source, the contract must be executed and posted in the contract management section of OpenGov, with copies distributed to the grant source, contractor, and project manager.
