About this opportunity
The Borough of Madison is requesting qualifications from general contractors for restoration and rehabilitation of the Madison Masonic Lodge, listed on the National and New Jersey Registers of Historic Places, with qualification statements due September 16, 2026 at 10:00 a.m.
Contractors must demonstrate experience in historic preservation and restoration construction work and familiarity with the Secretary of the Interior's Standards for the Treatment of Historic Properties (revised 1995 and 2011). The project will be subject to review by Morris County, the New Jersey Historic Trust, and/or the State Historic Preservation Office — a decision-relevant compliance threshold.
The scope includes spot repair of masonry, wood repair, window restoration, general site improvements, and interior renovation with a new accessible restroom. Contractors selected through this qualification phase will be invited to submit construction proposals in a subsequent phase, indicating this is a two-stage process with qualification preceding detailed pricing.
Qualification statements must be submitted in sealed envelopes to the Borough Clerk at Hartley Dodge Memorial, 50 Kings Road, Madison, New Jersey 07940. Qualification documents are available through www.BidnetDirect.com/new-jersey or by email request to purchasing@rosenet.org.
Contractors must comply with New Jersey Statutes Annotated 10:5-31 et seq. and New Jersey Administrative Code 17:27-1.1 et seq., including equal employment opportunity and discrimination prevention requirements. Contractors must provide opportunities for training and employment to lower-income residents of the project area and, when possible, award subcontracts to business owners who are area residents. Any bid exceeding $100,000 must be accompanied by a written Affirmative Action Plan.
