About this opportunity
The Missouri Department of Transportation (MoDOT) is seeking qualified offerors to provide comprehensive property and facility management services for Rest Areas, Welcome Centers, and Truck Parking facilities throughout Missouri under a contract period extending from full execution through September 30, 2029, with two optional one-year renewal periods. The procurement encompasses management of nine welcome centers, nine rest areas, and 32 truck parking locations, requiring offerors to deliver a full range of property and facility management services including janitorial services, monthly facility maintenance, and snow removal services at designated locations with pricing structured across multiple snowfall thresholds (1-3 inches, 3.1-6 inches, 6.1-9 inches, 9.1-12 inches, 12.1-15 inches, and rock salt treatment). The RFP includes 88 line items for monthly facility management pricing and specifies extensive deliverables encompassing facility specifications, mowing maps, inspection procedures, and incident response protocols with county-specific operational requirements detailed throughout the attachment documents. Evaluation will utilize multiattribute scoring methodology to assess proposals, and MoDOT requires all suppliers to be registered in MissouriBUYS and to submit completed Exhibits A and/or B (Worker Eligibility Verification Affidavits), Exhibit C (Proposal Form), and Exhibit D (Anti-Discrimination Against Israel Act Certification). A pre-proposal conference is scheduled for June 15, 2026, at 10:00 A.M. via teleconference, with proposals due by 2:00 P.M. Central Time on June 29, 2026; electronic submission through MissouriBUYS MOVERS is preferred, though hard copy proposals require notification to the buyer five days prior to the solicitation closing date, and offerors should contact Ashten Lorts at ashten.lorts@modot.mo.gov for the teleconference link or additional information.
The RFP does not specify set-aside designations or restrictions limiting responses to disadvantaged enterprises or particular organizational types, allowing qualified offerors of all categories to compete for the contract award. No incumbent vendors or current contractors are identified in the procurement documents, indicating this may represent new service initiation or a transition from previous arrangements. The contract requires payment terms structured as Net 45, and the specific budget allocation or award value range is not disclosed in the available RFP materials, though the scope encompassing 50 facilities with multiple service line items across a 39-month base contract period with optional renewals suggests a substantial procurement value. Offerors are advised to immediately begin securing necessary business compliance verifications and insurance documentation due to potential lead times, and site visits or additional facility assessments may be arranged to support proposal development. The comprehensive nature of the facility management services, combined with the geographic distribution across Missouri and the multiattribute evaluation methodology, indicates MoDOT's prioritization of demonstrated operational capability, cost competitiveness, and responsive service delivery across all facility locations.
