About this opportunity

The West Virginia Division of Administrative Services is requesting quotes for resident haircut services at the Eastern Regional Jail & Corrections Facility in Martinsburg, under ARFQ 0608 DCR2700000006, with bids due August 19, 2026 at 10:30 a.m. Vendors must hold a current West Virginia Board of Barber and Cosmetology License and pass a mandatory PREA training class and background check at no cost before commencing services.

The scope covers haircut services provided on Sundays and Wednesdays during business hours (8:00 a.m. to 5:00 p.m. EST) year-round. The facility estimates approximately 250 haircuts per month or 30 to 45 per week. All haircuts must be standard cuts only, using clippers and trimmers; scissors are prohibited. The vendor must supply all necessary tools and sanitation supplies for equipment sanitization between each inmate haircut, bring these materials to each session, and handle cleanup. The facility provides the barber room with a barber chair, mirror, power outlet, and sink; facility trustees dispose of hair clippings. The vendor is responsible for all travel and mileage costs, which must be incorporated into the quoted flat rate per haircut.

Pricing is submitted on the Agency-provided Pricing Page (Exhibit A) completed electronically through wvOASIS or as a document. Compensation is on a per-haircut basis, documented by inmate sign-off sheets, paid monthly in arrears. The contract term is three years from the effective date, with renewal options available for successive one-year periods upon mutual written consent, provided renewal requests are submitted thirty days prior to expiration.

The vendor must designate a Contract Manager available during normal business hours and cannot subcontract services. Vendors must complete a Drug Free Workplace Conformance Affidavit and acknowledge receipt of all addenda using the Addendum Acknowledgement Form. Award will be to the vendor with the lowest total cost meeting all specifications. Technical questions are due August 10, 2026 at 10:30 a.m. A non-mandatory pre-bid meeting is strongly encouraged; attendees must sign an attendance sheet. Angela S. Lewis is the contracting officer (angela.s.lewis@wv.gov).
