About this file
This is Addendum 1 to solicitation ARFQ DCR2700000006 issued by the Arkansas Department of Correction and Rehabilitation (DCR), modifying the original solicitation for inmate barber services. The solicitation seeks a vendor to provide haircut services to inmates at a correctional facility, with service sessions conducted on Sundays and Wednesdays. The facility anticipates approximately 30 to 45 haircuts per week, with services provided in an existing barber room equipped with a barber chair, mirror, power outlet, and sink. The revised bid opening date has been changed to August 19, 2026. All haircuts must be standard cuts only using clippers, with no style or facial cuts permitted. The vendor must bring all necessary equipment except scissors, along with sanitation supplies for equipment sanitization between each inmate haircut.
The addendum clarifies operational requirements and responsibilities, specifying that the facility will provide the barber room and basic furniture, while the vendor is responsible for all equipment, sanitation supplies, and cleanup protocols. Hair clippings will be disposed of by facility trustees following completion of haircut sessions. Prospective vendors must complete a mandatory PREA training class and pass a background check at no cost to the vendor before commencing services, with the timeframe for these requirements to be determined. Vendors must acknowledge receipt of this addendum and all others issued for the solicitation by submitting a completed Addendum Acknowledgment Form with their bid to avoid potential disqualification.

Addendum 1
Vendor Questions and Responses
1. Haircut style/scope: Are the haircuts a standard/uniform cut for all inmates, or can inmates request a specific style within the clippers-only restriction? Is there a facility-approved style list or grooming standard we should follow?
Answer: Standard haircuts only, no style cuts or facial cuts.
2. Session volume: The specifications reference "250-250" haircuts per month, could you confirm the actual monthly estimate, and how that's typically split between the Sunday and Wednesday sessions?
Answer: Usually about 30 to 45 haircuts a week depending on the number of requests.
3. Location/setup: Where within the facility do haircuts take place (dedicated room vs. per-unit), and does the facility provide a chair, mirror, power outlets, etc., or should the vendor bring all equipment?
Answer: There is a barber room located behind the secured gates of the facility. There is a barber chair, mirror, power outlet and a sink in the room. Vendor would bring all equipment needed. No scissors. Hair clippers only.
4. Sanitation requirements: Is there a facility protocol for sanitizing clippers/tools between inmates or disposing of hair clippings that we should account for?
Answer: Barber would need to sanitize equipment after each haircut. They are responsible for bringing the sanitation supplies with them each time. Hair clippings and room will get cleaned up by facility trustees after all haircuts have been completed.
5. Background check/PREA training: What is the typical timeline and any cost associated with the background check and PREA class for approved vendor personnel?
Answer: There would be a background check that would be at no cost to the vendor. PREA Class that vendor would have to be completed before they can start haircuts. Timeframe TBD.
