About this opportunity

El Dorado Irrigation District is requesting bids for transport and disposal of approximately 2,100 cubic yards of non-hazardous construction spoils from Reservoir 10 in Placerville, California, under RFB P26-011, with proposals due September 11, 2026, at 3:00 p.m. local time (revised by Addendum No. 1 from an earlier August 14 deadline).

The contractor is responsible for hauling, safety compliance, licensing, and regulatory adherence; the District provides loading. Contractors must hold a valid California State Public Utilities Commission hauling license and comply with California prevailing wage requirements under Labor Code Sections 1773, 1776, 1777.5, and 1777.6. Bidders must identify and establish accounts at two approved disposal sites within two business days of award to mitigate disruption risk. All bid pricing is submitted as a single all-inclusive price per cubic yard on the District's Bid Price Sheet, incorporating hauling costs, fuel, applicable taxes, and disposal fees; the volume estimate of 2,100 cubic yards is not guaranteed, and no price adjustments for lesser amounts are permitted.

The contract term is approximately 20 business days from first mobilization through final removal, with contractor work commencing within 5 business days of award. Site access is available seven days per week, 10 hours daily between 6:30 a.m. and 4:30 p.m. Insurance requirements include Commercial General Liability ($1 million each occurrence / $2 million aggregate), Commercial Automobile Liability ($1 million), and Workers' Compensation, with the District named as additional insured. No subcontracting is permitted without written District approval. The District retains the right to reject unsatisfactory equipment and require replacement within 48 hours. Award is subject to Board approval. Addendum No. 2 is anticipated on or around August 21, 2026, addressing proposer questions and materials testing results.
