Reservoir 10 Excavated Construction Spoils Removal & Disposal
This is a Request for Bid (RFB #P26-011) issued by El Dorado Irrigation District for the removal, transportation, and disposal of approximately 2,100 cubic yards of non-hazardous construction excavation spoils from the District's Reservoir 10 site located at Acorn Hill Road in Placerville, California. Bids are due by August 14, 2026, at 3:00 PM PST and may be submitted via mail, hand delivery, or email to Ryan Deakyne at rdeakyne@eid.org. The District will retain responsibility for loading the spoils into contractor-supplied trucks and trailers using excavation equipment; contractors assume full custody of materials upon site exit. The expected contract term is approximately 20 business days from first mobilization until final spoils removal is complete, with contractor work beginning within 5 business days of award notification. Contractor access to the work site is permitted seven days per week, 10 hours per day between 6:30 AM and 4:30 PM. The District notes that the volume estimate of 2,100 cubic yards is not guaranteed, and no price adjustments for lesser amounts are permitted.
All bid pricing must be submitted on the District's Bid Price Sheet as a single all-inclusive price per cubic yard that incorporates hauling costs, fuel, applicable taxes, and all disposal fees. Contractors must identify approved disposal site(s) where materials will be deposited and establish accounts within two business days of award; the District recommends contractors secure access to at least two separate disposal sites to mitigate disruption. Contractors are responsible for maintaining a valid California State Public Utilities Commission hauling license, providing trained equipment operators, and complying with California prevailing wage requirements under Labor Code Sections 1773, 1776, 1777.5, and 1777.6. The District retains the right to reject equipment deemed unsatisfactory and requires its replacement within 48 hours. Insurance requirements include Commercial General Liability ($1,000,000 each occurrence/$2,000,000 aggregate), Commercial Automobile Liability ($1,000,000), Workers' Compensation, and maintain the District as an additional insured. No subcontracting is permitted without written District approval. The lowest cost responsive, responsible bid will be selected for award, subject to Board approval.
