About this opportunity
The Florida Department of Juvenile Justice (DJJ) is seeking proposals for a non-secure, 24-bed residential program for male youth ages 16-21 who have completed or are receiving their high school diploma or equivalent. The selected respondent will be required to provide Career and Technical Education (CTE) services, as well as Substance Abuse Treatment Overlay Services (SAOS) and/or Mental Health Overlay Services (MHOS). The program will be located in a DJJ-owned building in St. Petersburg, Florida within the Department's Central Region. Respondents must coordinate services with the youth's Juvenile Probation Officer and propose a program name that represents the CTE model. The Department will evaluate proposals based on factors such as innovative programming, living environment, community involvement, discharge planning, staffing, management capabilities, and budget. An Addendum with written questions and answers will be posted on February 16, 2024, and the Agency Decision is scheduled for April 1, 2024. The contract will allow for flexibility in the number of beds based on the Department's treatment service needs.
The Invitation to Negotiate (ITN) does not specify any set-aside designations or restrictions on the types of organizations that can respond. However, respondents will be required to submit a Foreign Country of Concern Attestation form. The ITN does not identify any incumbent vendors or current contractors, nor does it provide information about existing infrastructure or technology that requires integration. The estimated contract amount for this solicitation is not subject to protest, but the Department indicates that the contract will be awarded based on funding availability and service needs.

***Addendum #1 with written questions and answers posted February 16, 2024.***
The Department is seeking a non-secure twenty-four (24) bed residential program for males between the ages sixteen and twenty-one who have completed their high school diploma or equivalent prior to residential commitment placement, or who received their high school diploma or equivalent while in a residential program. For this program to be successful, it is required that the Respondent coordinate services with the youth's Juvenile Probation Officer (JPO) due to the non-traditional schedule required for this program model.

Program services are to include innovations in delinquency programming and treatment services, as described in Attachment A, Services Sought, Attachment A-1, Health and Nursing Services, and all additional or relevant Office of Health Services (OHS) Attachments. The Department shall allow for the flexibility of beds, based on the Department's needs for treatment services. The program shall be in a Department-owned building located at 3001 26th Avenue South, St. Petersburg, Florida 33712 in DJJ's Central Region. The Respondent shall propose a program name that represents the Career and Technical Education model of this program.
