About this file

This document is an Invitation to Negotiate (ITN) Attachment J related to a contract opportunity from the Florida Department of Juvenile Justice (DJJ) Residential Program Office. The ITN is for a 24-bed, non-secure residential program for males aged 16-21 who have completed or received their high school diploma or equivalent. The program must provide Career and Technical Education (CTE) services, as well as Substance Abuse Treatment Overlay Services (SAOS) and/or Mental Health Overlay Services (MHOS). The program will be located in a DJJ-owned building in the Central Region. The Department will allow flexibility in the number of beds based on their treatment service needs. Respondents must coordinate services with the youth's Juvenile Probation Officer.

The ITN requires Respondents to provide details on their proposal, including innovative programming, living environment, community involvement, discharge planning, staffing, management capabilities, and budget. The proposals will be scored and ranked based on various weighted categories to determine the best overall value to the Department. Addendum #1 with questions and answers was posted on February 16, 2024, and the Agency Decision is expected to be posted on April 1, 2024.

INSTRUCTIONS: The negotiation team will score the Respondent's proposal based on the categories below. The team will consider the initial written reply, the Respondent's presentation, all negotiated changes and as compared to the other Respondents' proposals in its determination of the raw score. For each category below, the team will score the Respondent's reply as either 1 or 2 (2 being the best). The total weighted scores for each Respondent are tallied and thus, based on the total weighted score, ranked for the best overall value to the Department. If the team is unable to reach group consensus in its determination of a raw score, the team lead may elect to use a majority-rules approach to decide the score. This tool will be modified based on the number of Respondents remaining at this point in the process.
