About this opportunity

The Florida Department of Juvenile Justice is issuing a Request for Proposals (RFP #11022) to procure a single contractor to operate a fifty-bed moderate-risk residential program for males aged ten to nineteen requiring Juvenile Sexual Offender Treatment Services. The program will be located either at the Department-owned facility at 9502 Columbus Drive in Tampa, Florida (Circuit 13, Central Region), or at a respondent-owned or leased facility elsewhere in Florida. The contractor must provide comprehensive services including care and custody, case management, mental health and substance abuse services, delinquency programming, behavioral management, academic services, career and technical education, recreation therapy, discharge planning, transition services, and specialized juvenile sexual offender treatment services, all aligned with evidence-based practices and Florida statutes. Key qualifications include minimum direct care staff wages of $19 per hour, minimum annual salaries of $50,000 for non-licensed mental health staff, $79,000 for licensed mental health staff, $85,000 for a Designated Mental Health Clinician Authority, $72,000 for Registered Nurses, and $82,000 for Health Services Administrators; respondents must also demonstrate financial viability with a Dun & Bradstreet Supplier Evaluation Risk rating of 5 or higher. Evaluation will employ a pass-fail assessment for financial proposals and a 0-3 point scale for technical proposals across seventeen criteria with a maximum written narrative score of 345 points, with past performance evaluated on Florida operations data, critical performance indicators, and professional accreditations. Critical deadlines include a mandatory site visit on January 30, 2026 at 2:00 PM EST for the Department-owned facility, written questions deadline of February 3, 2026 with answers posted by February 20, 2026, Intent to Submit deadline of March 3, 2026, and proposal due date of Friday, March 6, 2026 at 2:00 PM EST, with the Notice of Intended Award anticipated on April 28, 2026 and contract start date of September 1, 2026.

The contract is available to all responsive and responsible entities, though the RFP includes tie-breaking preferences for Drug Free Workplace certification, Certified Minority Business Enterprise (CMBE) designation, Service Disabled Veteran's Business Enterprise status, Florida Business certification, and Foreign Manufacturers with a Factory in Florida, with respondents required to submit a CMBE Subcontracting Utilization Plan (Attachment U) and disclose net worth for certain designations. No incumbent contractor is identified, and the Department-owned facility at 9502 Columbus Drive contains significant existing infrastructure including a $3.65 million building acquired in 2002, forty-six operational security cameras, a functioning sprinkler system, a new 150-kilowatt Life Safety Generator installed in November 2024, ten air conditioning units, three classrooms, seven staff offices, and fifty single-occupancy sleeping rooms with detailed equipment inventory provided in Exhibit 9. The contract term extends through June 30, 2029, with renewal options available for periods not to exceed the original contract term or three years, whichever is longer, and the Department reserves the right to exercise options for increased units of service (up to 50 percent more) or changes in contract services. The maximum per diem rate for filled beds is $322.92 and for unfilled beds is $302.92, with the budget submitted in Attachment H (Department-owned facility) or Attachment H-1 (Respondent-owned facility without Major Maintenance Fund) required not to exceed the specified maximum to be deemed responsive. Financial penalties of 5 percent of the per diem multiplied by contracted beds may be imposed for contract non-compliance on a per-deficiency, per-day basis following a second failed verification.
