This is a Tie-Breaking Certifications attachment to Request for Proposals #11022 issued by the Florida Department of Juvenile Justice for a fifty-bed moderate-risk residential program for males aged ten to twenty-one requiring Juvenile Sexual Offender Treatment Services. The RFP includes a mandatory site visit on January 30, 2026 at 2:00 PM EST for the Department-owned facility in Tampa, with a written questions deadline of February 3, 2026 and answers posted by February 20, 2026. The Intent to Submit deadline is March 3, 2026, and proposals are due Friday, March 6, 2026 at 2:00 PM EST. The Notice of Intended Award is anticipated on April 28, 2026, with a contract start date of September 1, 2026. The contract term extends through June 30, 2029, with renewal options available for periods not to exceed the original contract term or three years, whichever is longer. The Department reserves the right to exercise options for increased units of service up to fifty percent more or changes in contract services.
The tie-breaking preferences are applied when two or more proposals are equal with respect to price, quality, and service, in the following order of precedence: Drug Free Workplace certification under Florida Statutes 287.087; Certified Minority Business Enterprise (CMBE) designation per 287.057(11); Service Disabled Veteran's Business Enterprise status per 295.187(4); Florida Business certification per 287.084; and Foreign Manufacturer with a Factory in Florida per 287.092. Respondents checking "True" for CMBE or Service Disabled Veteran's Business Enterprise designations must provide their net worth amount and submit supporting documentation in the event of a tie. The maximum per diem rate is $322.92 for filled beds and $302.92 for unfilled beds, with financial penalties of five percent of the per diem multiplied by contracted beds imposed for contract non-compliance on a per-deficiency, per-day basis following a second failed verification. Respondents must comply with all certification requirements as dictated by Florida Statutes and are required to submit a CMBE Subcontracting Utilization Plan and demonstrate financial viability with a Dun & Bradstreet Supplier Evaluation Risk rating of 5 or higher.
