About this opportunity

The Pinellas County School District is seeking sealed electronic bids for a comprehensive roofing replacement project at Northeast High School, specifically targeting Buildings 3, 6, 19, and 28. The project involves complete roof replacement utilizing a torch-applied SBS modified bituminous membrane roofing system, covering approximately 42,353 square feet across four buildings. Bidders must be Florida Licensed General or Roofing Contractors and provide documentation of their qualifications, including business licenses, experience with similar projects, and financial capabilities. Electronic bids are due by 3:00 pm on Tuesday, June 10, 2025, through the District's OpenGov Procurement portal, with a mandatory pre-bid conference scheduled for May 30, 2025, at 9:00 am at the high school site. The contract period is set at 150 calendar days from the Notice to Proceed, with liquidated damages of $500 per day for each calendar day beyond the specified completion date. Contractors will be required to provide a 20-year manufacturer's warranty and a 5-year contractor's warranty, and must coordinate work with the school's ongoing operations, potentially performing work after regular construction hours or on weekends with written school board approval.

The procurement is an ALL or NONE bid, meaning the contract will be awarded to the lowest responsive and responsible bidder meeting specifications. No specific set-aside designations for disadvantaged enterprises are explicitly mentioned in the documents. Bidders must comply with State Requirements for Educational Facilities (SREF) and provide various certifications, including E-Verify compliance and drug-free workplace documentation. The estimated contract value is approximately $2,330,000, which includes a $49,000 contingency amount. Contractors will be required to obtain comprehensive insurance coverage, with policies listing the School Board of Pinellas County as an "Additional Insured" and "Certificate Holder," and insurance companies must have a Best's Financial Strength Rating of "A-V" or better. The project involves detailed technical requirements for roof system installation, including specific methods for insulation, flashing, drainage, and mechanical equipment curb installations, with careful consideration of existing structural elements and compliance with Florida Building Code and Fire Prevention Code.
