About this opportunity
Gulf Coast Center, a Certified Community Behavioral Health Clinic and state agency serving Galveston and Brazoria Counties in Texas, is requesting qualifications for professional financial, grant management, and HR services on an as-needed basis, with submissions due September 9, 2026 at 3:00 p.m. Central Time. This is a qualifications-based selection under Texas Government Code Chapter 2254, with cost considerations deferred until after the most qualified firm is identified.
The scope encompasses grant management (identification of funding opportunities, application preparation, budget development, compliance tracking, and closeout documentation), financial services (CEO/CFO consulting, succession planning, accounting support, standard operating procedure development, and audit coordination), and general HR review and assistance. GCC makes no guarantee of minimum work or compensation; services are authorized on an as-needed basis with payment only for performed and accepted work.
Respondents must demonstrate a minimum of five years of experience providing comprehensive grant management and financial services to Texas municipalities or public entities, familiarity with 2 CFR Part 200, experience with programs such as HHSC, TDEM, USDOJ, HUD, and SAMHSA, and understanding of community mental health operations. Proper Texas business authorization, adequate insurance coverage (general liability and professional liability), current grant-management certifications if applicable, and compliance with the Prohibition on Boycotting Israel and prohibitions on certain foreign-owned companies are required.
Evaluation criteria are weighted equally at 25 points each: qualifications and experience, project approach and methodology, references and past performance, and availability and responsiveness. Proposals must not exceed 30 pages (excluding required forms) and must include firm profile, relevant experience samples, project team resumes, delivery approach, and a minimum of three professional references from Texas organizations. Submissions are due via email to bidsubmission@gulfcoastcenter.org, addressed to Devon Stanley.
