About this opportunity

The City of Benson, Arizona is conducting a competitive one-step Request for Qualifications (RFQ #2026-RFQ-002) to award multiple qualified contractors for on-call miscellaneous engineering design and review services. The primary services sought include civil engineering services such as development review, construction inspection, roadway and drainage design, utility coordination, water and wastewater system design, technical report preparation, and review of other engineers' work, with non-civil engineering specialties including landscape, electrical, structural, and geotechnical services available through approved subconsultants. Evaluation criteria are ranked in order of importance as follows: available resources to complete projects; firm experience on similar projects within the prior ten-year period with emphasis on City of Benson work; qualifications of the firm including management capabilities and quality control procedures; experience and qualifications of the project team including identified project manager and project engineer; and past performance assessed using information from City departments, outside agencies, and consultant-provided references. Key dates include a pre-proposal conference scheduled for February 20, 2026; a question submission deadline of February 25, 2026 at 3:00 PM with responses provided by March 4, 2026; and a Statement of Qualifications submission deadline of March 11, 2026 at 3:00 PM, with all submissions required electronically through the City's OpenGov procurement portal. Consultants must provide design fees within ten working days of project notification, with continued delays subject to contract termination, and all work shall be performed to City standards or other standards approved by the City Engineer.

The solicitation contains no specific set-asides or disadvantaged enterprise restrictions; however, firms with prior City of Benson projects should document that experience as it is weighted heavily in the evaluation process. The resulting contract will have a duration of one year from the notice to proceed with four optional one-year renewal periods available. Individual job orders assigned under this contract are not expected to exceed $150,000, with total annual assignments estimated at $300,000; however, the contract is neither exclusive nor a guarantee that the contractor's services will be required, as work will be assigned on an as-needed basis. The City reserves the right to enter into contract negotiations with the top-ranked firm regarding fees and contract terms, and if negotiations are unsuccessful, may proceed to negotiate with subsequent ranked firms or cancel the solicitation entirely. No incumbent vendors or existing contractors are specified in the solicitation documents, and all submissions must be made as a single consolidated document with no hard copies accepted.
