Summary of Request for Qualifications - On-Call Miscellaneous Engineering Design and Review Services
This Request for Qualifications (RFQ #2026-RFQ-002) is issued by the City of Benson, Arizona, for on-call miscellaneous engineering design and review services. The City seeks qualified engineering firms to provide civil engineering services including development review, construction inspection, roadway design, drainage design, utility coordination, water and wastewater system design, and technical report preparation on an as-needed basis. The solicitation was released on February 11, 2026, with a pre-proposal conference scheduled for February 20, 2026. Questions must be submitted by February 25, 2026, at 3:00 PM, with responses provided by March 4, 2026. The proposal response deadline is March 11, 2026, at 3:00 PM, with all submissions required electronically through the OpenGov procurement portal. The contract duration is one year from the notice to proceed, with four optional one-year renewals available. Individual projects are anticipated not to exceed $150,000, with total annual assignments estimated at $300,000.
Respondents must submit qualifications including a letter of interest, available resources, firm experience on similar projects within the last ten years, firm qualifications, team member qualifications and experience, past performance references, and a company profile through the Uniform Consultant Questionnaire. Evaluation will be conducted in a one-step process based on available resources, firm experience, firm qualifications, team experience and qualifications, and past performance. The City reserves the right to conduct a two-step process with interviews if deemed necessary. Following evaluation, the City may enter into negotiations with the top-ranked firm regarding fees and contract terms. Sub-consultants must be disclosed with detailed qualifications. The solicitation imposes a ten working-day response time requirement for design fee submissions and allows the City to terminate the contract for continued delays in responsiveness. No specific pricing information, set-asides, or incumbent contractor information is provided in the solicitation.
