About this file
This is an Addendum 1 clarification document issued by the City of Newnan's Urban Redevelopment Agency (NURA) regarding a Request for Qualifications (RFQ) for Residential Inspectors to support the Chalk Level Area Housing Rehabilitation Program. The RFQ was originally released on September 19, 2025, with this addendum issued on October 21, 2025. The program is funded through a $4.6 million Congressionally Directed Spending Request awarded to the City of Newnan under the FY2023 Federal Budget. The NURA seeks to develop a qualified pool of residential inspectors to evaluate owner-occupied housing units and properties designated for new home construction. Selection will be made by NURA and City of Newnan staff based on inspector qualifications and estimated fees, with the NURA reserving the right to reject any responses deemed unacceptable.
The addendum clarifies that the program prioritizes life safety and code compliance concerns rather than cosmetic improvements in residential structures. Respondents who hold code compliance inspection certifications will receive preference in the selection process. For respondents without formal code compliance certification, demonstrated expertise and sufficient knowledge in the field will be required to qualify. Selection for inclusion in the inspector pool will be granted to those deemed most responsive and responsible in meeting the program's stated objectives.
