About this opportunity

The Sacramento County Department of Airports is seeking a Construction Manager at Risk (CMAR) for the Terminal A Restroom Rehabilitation Project at Sacramento International Airport. The procurement involves a two-phase approach focusing on preconstruction services and subsequent construction, with key objectives including increasing restroom privacy, safety, comfort, and user-friendliness through modern design principles. Specific deliverables include design document review, value engineering, constructability analysis, project scheduling, and cost estimation culminating in a Guaranteed Maximum Price (GMP). Qualified firms must hold a Class B or higher Contractors License and demonstrate extensive experience with preconstruction services and CMAR delivery methods in government agency projects. The evaluation process will be comprehensive, involving three steps: qualification review, interviews, and fee proposal comparison. Critical deadlines include Statement of Qualifications (SOQ) submission by June 16, 2022, at 3:00 p.m. DST, projected interviews between July 12-14, 2022, and anticipated Board of Supervisors approval in September 2022.

The procurement does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. The project will involve renovating eight public restrooms across pre-security and secured airport areas, with careful phasing to maintain continuous restroom availability. No incumbent vendors are mentioned in the documentation. The total estimated construction cost is $8 million, with the overall project budget, including soft costs, allowances, and contingencies, estimated at $12 million. The Department of Airports will seek a Federal Grant to support the work, and the selected CMAR will be responsible for coordinating subcontractors, managing construction logistics, and ensuring project completion by June 2024 or sooner. The project timeline spans from January 2023 to June 2024, with a focus on implementing design principles that maximize space layout, incorporate smart technologies, and provide flexibility for future modifications.
