About this file

This is a Request for Qualifications (RFQ) issued by the Sacramento County Department of Airports for a Construction Manager at Risk (CMAR) to rehabilitate Terminal A restrooms at Sacramento International Airport. The project involves renovating eight public restrooms across pre-security and secured areas, with design principles focusing on privacy, comfort, maintenance efficiency, user-friendliness, and space flexibility. The CMAR will provide preconstruction and construction services in two phases: first, reviewing design documents, performing value engineering, and developing a Guaranteed Maximum Price (GMP); second, executing the actual construction. The project timeline spans from January 2023 to June 2024, with Statement of Qualifications (SOQ) due by June 16, 2022, at 3:00 p.m. DST, interviews projected for July 12-14, 2022, and Board of Supervisors approval anticipated in September 2022.

The total estimated construction cost is $8 million, with the overall project budget, including soft costs, allowances, and contingencies, estimated at $12 million. The Department of Airports will seek a Federal Grant to support the work. The CMAR will be selected through a three-step review process evaluating qualifications, conducting interviews, and comparing fee proposals. Interested firms must meet specific eligibility requirements, including holding a Class B or higher Contractors License, demonstrating experience with preconstruction services and CMAR delivery methods, and working with government agencies. The project will be phased to maintain continuous restroom availability, and the selected CMAR will be responsible for coordinating subcontractors, managing construction logistics, and ensuring project completion within the specified timeline and budget.

REQUEST FOR QUALIFICATIONS

Construction Manager At Risk (CMAR) Services

Terminal A Restrooms Rehabilitation Project

I. Introduction

The County of Sacramento (County) owns and operates the Sacramento International Airport (SMF) through the

Department of Airports (Department), and SMF is a commercial service airport, located 12 miles from downtown

Sacramento. SMF opened in 1967 under its previous name Sacramento Metropolitan Airport, and in the 1990’s it was renamed Sacramento International Airport or SMF. Known best as the Gateway between Northern California destinations and major cities across the US and the world. SMF Terminal A opened in 1998, and since 2017, the

Department has undertaken efforts to modernize Terminal A to meet current standards and create a customer-centric experience representative of Sacramento County.

In accordance with California Code, Public Contract Code - PCC § 20146 et seq: “A county, with approval of the board of supervisors, or a public entity, with approval of its governing body, may utilize construction manager at-risk construction contracts… A construction manager at-risk construction contract may be used only for projects in the county in excess of one million dollars ($1,000,000) and may be awarded using either the lowest responsible bidder or best value method to a construction manager at-risk entity that possesses or that obtains sufficient bonding to cover the contract amount for construction services and risk and liability insurance as may be required by the county or public entity…” It is the County’s intent to use the construction manager at-risk project delivery method, and use the term CMAR to describe it.

The Department invites all qualified CMARs interested in providing these services to submit a Statement of

Qualifications (SOQ) in compliance with the requirements of this Request for Qualifications (RFQ) document.

A. Eligibility to Submit a Response to this RFQ

CMARs that intend to submit a SOQ must meet the following minimum requirements:

Ability to provide adequate bonds and insurance commensurate with the work to be performed

Hold a Class B or higher Contractors License which is current, valid, and in good standing with the

California Contractors State License Board

Experience providing preconstruction services

Have delivered projects using CMAR delivery method and managed work through

Guaranteed Maximum Price (GMP) contracts.

Ability to deliver similar projects within performance period and budget

Working with government agencies and have experience with public works projects and public contracting requirements

5 | P a g e

Experience in the following areas is recommended:

Working in a secured public area or at a commercial service airport

Working in an operational public environment

Construction of commercial grade restrooms

Construction in multi-phased construction projects

B. Overview for Submitting a Response

The review and selection process is a three-step process to determine the responsiveness to the requirements and to determine the best value CMAR for recommendation to the County of Sacramento Board of Supervisors (BOS) for approval.

CMARs meeting the minimum eligibility requirements and interested in providing the services outlined are invited to submit a SOQ as defined in Section III, Preliminary Screening

Requirements; Section IV, Statement of Qualifications Requirements; and Section V, Response Submission Instructions, and in compliance with the RFQ. CMARs should read the entire RFQ. SOQ’s deemed incomplete and/or submitted past the due date and time will be rejected. All forms in the appendices must be completed and signed. Any SOQ not containing the RFQ required information will be rejected.

A Letter of Interest (LOI) must be submitted by CMARs by the due date and time stated in

EXHIBIT 1, RFQ Timeline, or as issued by Addendum. An SOQ submitted without the submittal of an LOI by the due date and time will not be accepted or considered. The LOI allows the County to establish a single point of contact for communication with the prospective CMAR during the RFQ process.

All prospective CMARs must attend the Mandatory Pre-Submittal Conference as stated in

EXHIBIT 1, RFQ Timeline, or as issued by Addendum. Failure to attend the Mandatory

Conference will render a prospective CMAR as non-responsive and disqualified.

Questions regarding the RFQ must be submitted in writing, to:

SacCountyEbids (OpenGov Procurement/ProcureNow) website https://secure.procurenow.com/login by the date(s) stated in EXHIBIT 1, RFQ Timeline, or as issued by Addendum. All questions submitted prior to a stated due date will be answered by addenda, and distributed to all prospective CMARs point of contact identified in the LOI.

If the County issues addenda to this RFQ, prospective CMARs are solely responsible for and must acknowledge receipt of addenda in the SOQ. Failure to acknowledge and respond to any addenda issued by the County may render the CMAR non-responsive and disqualified.

All SOQs submitted by the due date and time stated in EXHIBIT 1, RFQ Timeline, or as issued by Addendum, will be considered and evaluated in accordance with Part VIII, Response Review, Selection and Award

Process.

II. Project Overview

SMF Terminal A, opened in 1998, is divided into pre-security or the public side and post-security or secured side. Terminal A has eight public-use restrooms, two of which are located on the public side and the other six restrooms are located on the secured side. All eight restrooms are outdated and in need of rehabilitation.

The planned restroom rehabilitation will include removing all fixtures and finishes in each restroom space and completely rebuilding the restrooms. The illustrations on the top of the next page depicts the restroom locations in Terminal A. The mid-row illustrations show, as an example, the existing and proposed restroom layouts. The illustrations at the bottom of the page are the Architects’ rendering of the renovated restrooms.

The design of the restrooms follows several principles:

Increase privacy and safety by providing private individual water closet rooms

Increase comfort and experience with a more open space, better-balanced lighting, and implementing calming color schemes

Increase ease of maintenance by consolidating areas that require frequent attention and servicing

Increase user-friendliness by incorporating modern sensor activated devices and smart technologies

Maximize space layout by arranging spaces according to activities and providing flexibility for future modifications and conversions

To ensure continuous availability of restrooms in both public side and secured side of Terminal A in order to meet passenger demand and expectations, the Department envisions construction being phased.

In general, the selected CMAR delivery method will involve two parts:

Preconstruction services including review of the design documents and cost estimate prepared by the

County’s consulting architect, value engineering (VE) and constructability/means and methods analysis, and recommendations for design changes. Additional preconstruction services to prepare an overall project schedule, draft cost estimates and final cost proposal in the form of a Guaranteed Maximum

Price (GMP), and

Construction of the project

The Department of Airports will be seeking a Federal Grant for this work. The estimated total construction cost for the Project is $8 Million. The project cost including construction and all other soft costs, allowances and contingencies is estimated to be $12 Million.

CMARs to provide clear, concise and complete information in the narrative text of the SOQ that is consistent with other information, such as forms, contained in the SOQ. The following maximum point values will be assigned for each criterion:

Any SOQ receiving a score below 80 points will not proceed to Step 2 of the Review Process.

II. Step 2 – Interview Shortlist

CMARs that have met Step 1 Scoring Requirements will be invited to an on-site interview conducted by a

County Review Panel and will be structured as indicated below.

CMAR Fee Proposal Sealed Envelope Submission: Each CMAR invited to an interview must provide a separate sealed envelope which includes the CMAR Fee Proposal form, as found in Appendix F. At the conclusion of the panel ratings for the interviews, only the top three successful CMAR’s sealed envelopes will be opened.
