About this opportunity

The County of Sacramento Department of Airports is seeking a Construction Manager at Risk (CMAR) for the Sacramento International Airport Pedestrian Walkway project, connecting Terminal B and Concourse B. This Request for Qualifications (RFQ) solicits a qualified firm to provide comprehensive preconstruction and construction services for a new pedestrian walkway designed to increase airport circulation capabilities during Automated People Mover (APM) outages and support future airport expansion. Key project objectives include creating an ADA-compliant, intuitive wayfinding pathway that architecturally integrates with existing terminal infrastructure while coordinating complex construction around existing roadways, baggage tunnels, and future infrastructure plans. Proposals are due by May 26, 2023, with a mandatory pre-submittal conference required for interested contractors. The project requires a Class B or higher contractor's license and demonstrated experience with CMAR project delivery methods in secured airport environments. Evaluation will follow a three-step process involving qualifications review, interviews, and final selection based on the lowest fee proposal. The Department anticipates construction completion no later than November 2027, with a phased approach beginning July 1, 2024.

The total estimated construction budget is approximately $105 million, with potential federal grant funding for eligible project components. While no specific set-aside designations are mentioned, the procurement emphasizes contractor experience in complex airport infrastructure projects. The CMAR will be responsible for progressive Guaranteed Maximum Price (GMP) submissions, encompassing both preconstruction services (design review, cost estimating, value engineering) and full construction management. The contract structure includes a preconstruction services phase followed by a comprehensive construction phase, requiring extensive coordination with ongoing airport operations. Contractors must demonstrate capabilities in managing construction within active airport environments, maintaining facility functionality, and integrating new infrastructure with existing terminal systems. The project's unique requirements include careful coordination with existing infrastructure, such as the baggage tunnel, current roadways, and planned future expansions like Concourse C and Lindbergh Drive realignment. No incumbent vendors are specifically identified in the procurement documents.

Opportunity text

The County of Sacramento Department of Airports is seeking a qualified firm, partnership, corporation, association, persons, or professional organizations as construction manager at-risk ("CMAR" or "Firm") to perform pre-construction and construction services for the Sacramento International Airport Pedestrian Walkway from Terminal to Concourse B

The design of the Walkway follows several principles:

  • Increase level of service during planned and unplanned outages of the APM by providing conditioned, ADA compliant circulation
  • Planning for future master plan expansion by adequately sizing the circulation space and structural requirements for Future Concourse C
  • Wayfinding is intuitive and promotes ease of passenger use with or without assistance
  • Constructability of new foundations must be coordinated with existing and proposed infrastructure including the baggage tunnel, existing roadways, and future realignment and expansion of Lindbergh Drive
  • Cohesive architecture and finishing to seamlessly integrate the visual appearance of Terminal B and Concourse B

The Department envisions construction to be completed no later than November 2027 or sooner. In general, the selected CMAR delivery method will involve two parts:

  • The provision of preconstruction services, including but not limited to review of the design documents; preparation of cost estimates and reconciliation of estimates prepared by the County's estimator; value engineering (VE) reviews; constructability/means and methods analysis; and recommendations for design changes. In addition, this phase will require preparation of an overall project schedule, procurement plan, and preparation of cost proposals in the form of a GMP; and
  • Construction of the Walkway, including self-performed construction, construction management, general conditions, and general requirements.

The Department will be seeking Federal funding for eligible portions of this project and the actual amount is undetermined.
