About this file
The document is a Request for Qualifications (RFQ) issued by the County of Sacramento Department of Airports seeking a Construction Manager at Risk (CMAR) for the Sacramento International Airport Pedestrian Walkway project. The project involves constructing a new pedestrian walkway connecting Terminal B and Concourse B, with the goal of providing redundant circulation during Automated People Mover (APM) outages and supporting future airport expansion. The CMAR will be responsible for both preconstruction and construction services, including design review, cost estimating, value engineering, constructability analysis, schedule development, and full construction management. Proposals are due by May 26, 2023, with a mandatory pre-submittal conference, and the project is expected to be completed no later than October 31, 2025, following a phased construction approach beginning July 1, 2024.
The project has a total estimated construction budget of approximately $105 million, with funding potentially including federal grants. The CMAR selection will follow a three-step process involving qualifications review, interviews, and final selection based on lowest fee proposal. The contract will include a preconstruction services phase and a construction phase, with progressive Guaranteed Maximum Price (GMP) submissions. The County requires the CMAR to have a Class B or higher contractor's license, experience with CMAR project delivery methods, and demonstrated ability to work in secured airport environments. The project emphasizes coordination with airport operations, maintaining facility functionality during construction, and creating a cohesive architectural design that integrates with existing terminal infrastructure.

Pedestrian Walkway from Terminal to Concourse B
Construction Manager at Risk (CMAR) Services
Terminal to Concourse B Pedestrian Walkway
I. Introduction The County of Sacramento (County) owns and operates the Sacramento International Airport (SMF) through the
Department of Airports (Department). SMF is a commercial service airport located 12 miles from downtown
Sacramento. SMF opened in 1967 under its previous name, the Sacramento Metropolitan Airport, and in the
1990s it was renamed Sacramento International Airport. Currently, SMF is best known as the gateway between
Northern California destinations and major cities across the United States and the world. Terminal B, Concourse
B, and the Automated People Mover (APM) system opened in 2011 as part of a major County capital project called, “The Big Build.” The Department in recent years has taken efforts to update the Airport Master Plan
(AMP) for SMF, and the Sacramento County Board of Supervisors (BOS) adopted the updated AMP in February
2022. The updated AMP identified the need for a pedestrian walkway to provide the necessary redundancy to the APM and to ensure uninterrupted access for employees and passengers traversing between Terminal B and
Concourse B.
In accordance with California Public Contract Code section 20146, which authorizes the County to deliver certain infrastructure projects costing in excess of one million dollars ($1,000,000) through the construction manager at risk (CMAR) project delivery method, the Department intends to utilize this method to deliver the
Terminal to Concourse B Pedestrian Walkway Project at the SMF. The Department intends to select the
CMAR using a qualification based, the best value method.
The Department invites all qualified firms interested in providing the outlined CMAR services to submit a Statement of Qualifications (SOQ) in compliance with the requirements of this Request for Qualifications (RFQ) document.
A. Eligibility to Submit a Response to this RFQ
CMARs that intend to submit a SOQ must meet the following minimum requirements:
• Ability to provide adequate bonds and insurance commensurate with the work to be performed
• Hold a Class B or higher Contractors License which is current, valid, and in good standing with the California Contractors State License Board
• Be registered with the California Department of Industrial Relations and qualified to perform public work as required by California Labor Code sections 1771.5 and 1725.5
• Experience providing preconstruction services
• Have delivered projects using CMAR delivery method and managed work
5 | P a g e
Document Version 4.20.2023 through Guaranteed Maximum Price (GMP) contracts
• Ability to deliver similar projects within performance period and budget
• Experience working with government agencies and with public works projects, including applicable public contracting and labor compliance requirements
In addition, experience in the following areas is desired:
• Working in secured public areas at a commercial service airport
• Working in an operational setting that interacts with the public
• Experience with construction of skyways and pedestrian bridges
• Construction in operational environments with multiple airport tenants, stakeholders, and contractors requiring detailed coordination and communication
B. Overview for Submitting a Response
The review and selection process will consist of a three-step process to determine the responsiveness of all SOQs received to the requirements set forth in this RFQ and to determine the best value CMAR for recommendation to the County BOS for approval and contract award.
Firms and entities meeting the minimum eligibility requirements and interested in providing
CMAR the services outlined in this RFQ are invited to submit a SOQ. Prospective CMARs should read the entire RFQ. SOQs that are deemed incomplete or are submitted past the due date and time shall be rejected. All required forms in the appendices must be completed and signed. Any SOQ not containing the information required by this RFQ will be rejected.
A Letter of Interest (LOI) must be submitted by prospective CMARs by the due date and time stated in EXHIBIT 1, RFQ Timeline, or as such due date and time amended by an Addendum issued by the Department. An SOQ submitted without an LOI will not be accepted or considered. The LOI allows the County to establish a single point of contact for communication with the prospective CMAR during the RFQ process and for SacCountyEbids
(OpenGov Procurement/ProcureNew).
All prospective CMARs must attend the Mandatory Pre-Submittal Conference set forth in
EXHIBIT 1, RFQ Timeline, or in as issued in an Addendum by the Department. Failure to attend the Mandatory Conference will automatically render a prospective CMAR as non-responsive and will be disqualified from participating in the RFQ process.
Questions regarding the RFQ must be submitted in writing, to:
SacCountyEbids (OpenGov Procurement/ProcureNow) website https://secure.procurenow.com/login by the date(s) stated in EXHIBIT 1, RFQ Timeline, or as amended by an Addendum issued by the Department. All questions submitted prior to a stated due date will be answered by addenda and distributed to all prospective CMARs’ point of contact identified in the LOI.
If the County issues addenda to this RFQ, prospective CMARs are solely responsible for and must acknowledge receipt of addenda in the SOQ. Failure to acknowledge and respond to any addenda issued by the County may render the CMAR’s SOQ non-responsive, and may disqualify the CMAR from participation in the RFQ process.

II. Project Overview
SMF Terminal B and Concourse B opened in 2011 and are divided into pre-security or the public side and post-security or secured side. The facilities are connected by an approximately 1,100 linear foot APM guideway that runs single cars in tandem to and from the Terminal and Concourse facilities.
Pedestrian Walkway from Terminal to Concourse B (Walkway) is planned to create operational redundancy and improved passenger experience by providing an alternative to the existing APM System. The illustrations shown below depicts the location of the new Pedestrian Walkway. Illustrations also show, as an example, the conceptual renderings for circulation spaces, including vertical and horizontal conveyances.
The Walkway is divided into three (3) distinct sections – the North Walkway or lower section connects at Concourse B west APM platform and is anticipated to be a two-level structure; the South Walkway or upper section connects to Level 3 of Terminal B and is elevated approximately 40-feet above grade and crosses over the landside roadway networks; and the Vertical Circulation Hub, which connects the North Walkway and the South Walkway and straddles the airside and landside portions of the Airport. The Vertical Circulation hub will include elevators and escalators to provide transition from third floor of Terminal B to second floor of Concourse B. Moving walkways are also planned for the South Walkway and the North Walkway.
Pedestrian Walkway from Terminal to Concourse B The design of the Walkway follows several principles:
• Increase level of service during planned and unplanned outages of the APM by providing conditioned, ADA compliant circulation
• Planning for future master plan expansion by adequately sizing the circulation space and structural requirements for Future Concourse C
• Wayfinding is intuitive and promotes ease of passenger use with or without assistance
• Constructability of new foundations must be coordinated with existing and proposed infrastructure including the baggage tunnel, existing roadways, and future realignment and expansion of Lindbergh Drive
• Cohesive architecture and finishing to seamlessly integrate the visual appearance of Terminal B and Concourse B

CMAR delivery of the Walkway will involve two parts:
• The provision of preconstruction services, including but not limited to review of the design documents;
preparation of cost estimates and reconciliation of estimates prepared by the County’s estimator;
value engineering (VE) reviews; constructability/means and methods analysis; and recommendations for design changes. In addition, this phase will require preparation of an overall project schedule, procurement plan, and preparation of cost proposals in the form of a GMP; and
• Construction of the Walkway, including self-performed construction, construction management, general conditions, and general requirements.
The Department will be seeking Federal funding for eligible portions of this project and the actual amount is undetermined.
