About this opportunity
San Mateo County, California is requesting proposals for project management services on an as-needed basis under RFP 2027-RFP-00180, with proposals due November 13, 2026 at 12:00 p.m. and questions due October 30, 2026. The County will consider local business and local non-profit preferences under San Mateo County Ordinance Code Chapter 2.89, providing five percent additional evaluation points for Local Businesses or Local Non-Profits, with an additional three percent for Small Businesses or Small Non-Profits (total eight percent) or five percent for Micro Businesses or Micro Non-Profits (total ten percent).
The scope encompasses project management, implementation, and consulting services supporting technology initiatives (software-as-a-service systems and enterprise implementations) and non-technology operational, organizational, and business-process improvement projects. Services include project planning and governance, stakeholder and vendor coordination, risk and issue management, schedule and budget oversight, change management, training coordination, and post-implementation reviews. Selected contractor(s) will provide experienced project managers and subject-matter support to lead or augment County project teams.
Minimum qualifications require six years of similar service provision within the last ten years; all proposed project managers must have at least five years of relevant project management experience including software system implementations; and firms must be registered with the System for Award Management (SAM). Proposers must submit hourly rates for professional services, inclusive of expenses, with the County anticipating a time-and-materials contract with a maximum fiscal obligation cap for a set period. The County does not guarantee minimum work volume; specific assignments, duration, and staffing needs will be established through individual contracts.
The County will evaluate proposals on organizational experience and past performance (30 percent), qualifications and breadth of proposed personnel (45 percent), and price (25 percent). The resulting agreement will carry a three-year term. Interviews are tentatively scheduled for December 11, 2026, with an anticipated award date of January 12, 2027. All proposals become public records subject to disclosure under California's Public Records Act. Contractors must comply with San Mateo County's Living Wage Ordinance and maintain comprehensive general liability, motor vehicle liability, and professional liability coverage of $1 million each, with the County named as additional insured.
Opportunity text
The County's objective in issuing this Request for Proposals (RFP) is to establish agreements with one or more qualified contractors to provide project management, project implementation, and related consulting services on an as-needed basis. Services may support a range of County initiatives, including the planning, design, procurement, implementation, integration, and rollout of software-as-a-service (SaaS) and other technology systems, as well as non-technology operational, organizational, and business-process improvement projects.
Selected contractor(s) may be engaged to provide experienced project managers and related subject-matter support to lead or augment County project teams, develop and maintain project plans and governance structures, coordinate stakeholders and vendors, manage risks, issues, schedules, budgets, communications, change management, and implementation activities, and otherwise support successful project delivery.
The County does not guarantee a minimum volume of work; specific assignments within the scope of this RFP, duration, and staffing needs will be established through individual contracts.
The County's standard contract template is included as an appendix to this solicitation. Awarded contractor(s) will be expected to enter into an agreement prepared by the County using this template. Proposers should ensure that their firms have completed legal review of the contract terms before submitting a proposal. If a proposer wishes to request exceptions to the County's standard terms, it must submit a Contract Exceptions Request by the Deadline for Questions, Comments, and Contract Exceptions identified in the Solicitation Schedule. The County will consider requested exceptions but reserves the right to reject proposed modifications to its standard contract terms.
