About this opportunity

The State of Oregon, acting through the Oregon Business Development Department on behalf of the Oregon Arts Commission and the Oregon Cultural Trust, is requesting proposals for a consultant to produce an economic assessment of Oregon's creative economy, with proposals due June 9, 2026 at 12:00 p.m. Pacific Time. Proposers must be Oregon-based and registered as vendors in OregonBuys—a core eligibility requirement. A 10% preference reduction to proposed prices applies under ORS 279A.128 for Oregon-based services.

The scope comprises six tasks: project kickoff and management, defining the creative economy focus area and reviewing existing research, data collection, workforce profile development, and economic contribution analysis. Deliverables include a technical report, public-facing summary, and one round of revisions. The initial contract term is six months, with the agency reserving the right to extend for an additional six months for reasonably related services.

Proposers must demonstrate work experience from a minimum of two projects within the last five years involving economic analysis, workforce analysis, project management, and data-driven research, preferably within cultural sectors or public-sector contexts. The proposed budget is $72,500. Compensation is structured on a time-and-materials or labor-hour basis with fixed hourly rates inclusive of negotiated indirect costs and profit margins; OBDD retains 10% retainage prior to final payment. Travel expenses are included in the fixed price with no separate reimbursement.

Proposals are evaluated on three criteria: Approach and Administration Plan (50 points maximum), Price Proposal (30 points maximum), and Work Samples (20 points maximum). Questions are due June 2, 2026 at 3:00 p.m. Pacific Time. The agency anticipates issuing a Notice of Intent to Award approximately June 18, 2026. The solicitation uses the Intermediate Procurement method and does not allow solicitation or award protests. All proposals become public record following the Notice of Intent to Award under Oregon Public Records Law.
