About this file
This is an Addendum to a Request for Proposals issued by the Oregon Business Development Department on behalf of the Oregon Arts Commission and the Oregon Cultural Trust, clarifying submission requirements for Oregon's Creative Economy Report (OBDD RFP no. C2026353). The RFP seeks a consultant to produce an economic assessment of Oregon's creative economy, including arts, culture, heritage, and humanities sectors. Proposals were due June 9, 2026 at 12:00 p.m. Pacific Time, with questions due by June 2, 2026 at 3:00 p.m. Pacific Time. The anticipated Notice of Intent to Award was scheduled for approximately June 18, 2026. The initial contract term is six months, with the agency reserving the right to extend for an additional six months for reasonably related services. Deliverables include a technical report, public-facing summary, and one round of revisions.
The proposed budget is $72,500, with compensation structured on a time-and-materials or labor-hour basis using fixed hourly rates that include negotiated indirect costs and profit margins. This addendum clarifies that profit must be identifiable as a separate line item within the submitted budget breakdown of labor, profit, and expenses, though the agency does not prescribe a specific format. Cover pages and cover letters are excluded from the four-page proposal limit; however, resumes, if included, count toward the page limit. A 10% preference reduction applies to Oregon-based service providers under ORS 279A.128, and proposers must be registered as vendors in OregonBuys. Travel expenses are included in the fixed price with no separate reimbursement, and the agency retains 10% retainage prior to final payment.

Addendum 01 to Request for Proposals:
Oregon's Creative Economy Report
OBDD RFP no. C2026353 OregonBuys no. S-12300-00017003
The Oregon Business Development Department received questions prior to the RFP deadline for official questions. These questions and responses are incorporated into the RFP as appropriate by their nature.
Thank you to all who asked for clarifications, and for your continued interest.
1. Price proposal: Section 3.3.6 states that the price proposal should include “a breakdown of all labor, profit, and expenses.” Can you confirm whether the Agency would like proposers to include profit as a separate line item in the budget?
Response: Section 3.3.6 requires that the price proposal include a breakdown of all labor, profit, and expenses. While the Agency does not prescribe a specific format for how Proposers must structure their price proposal, profit should be identifiable within the submitted budget.
2. Page limit: Section 3.2.2 states that the proposal is limited to four pages and lists the items excluded from that limit. Can you confirm whether a cover page, cover letter, and resumes count toward the four-page limit?
Response: A cover page and/or cover letter are excluded from the page count and therefore do not count toward the four page limit. Additionally, resumes are not required for proposal submission; however, if a Proposer chooses to include resumes, they would count toward the four page limit.
