About this opportunity
The New Hampshire Department of Health and Human Services, Division of Public Health, Bureau of Family Health and Nutrition is issuing Request for Proposals RFP-2027-DPH-06-PERIN to procure comprehensive perinatal mental health support services for the state. The procurement seeks a qualified vendor to design and implement a statewide, evidence-based perinatal mental health initiative serving approximately 80 perinatal women and 200 healthcare providers. Primary deliverables include establishing a HIPAA-compliant online Perinatal Resource Hub with a comprehensive resource directory and secure referral functionality by June 30, 2028; developing a statewide Perinatal Peer Support Certification Program plan aligned with national standards by October 1, 2026; providing navigation and support services with 48-hour business day response times for referrals; establishing a perinatal psychiatric teleconsultation line for provider-to-provider consultation by June 30, 2028; and delivering training and technical assistance to primary care providers on maternal mental health screening during well-child visits. Services must be available to pregnant women, postpartum women within 12 months of birth, adoptive or foster parents within 12 months of assuming custodial care, and individuals who experienced pregnancy loss or relinquished an infant for adoption within the previous 12 months. Key staffing requirements include at least one trained Perinatal Professional available Monday through Friday from 9 AM to 5 PM holding credentials such as Licensed Social Worker, Registered Nurse, Psychiatrist, or Psychiatric Nurse Practitioner. Vendors must submit a Letter of Intent by March 10, 2026, submit questions by March 17, 2026 at 12:00 PM, and submit complete proposals by March 31, 2026 at 12:00 PM. Technical responses will be scored on 700 points across three mandatory evaluation areas addressing experience and expertise, ability and work plan, and organizational capacity, while cost proposals will be scored on 300 points, with vendors scoring fewer than 400 technical points disqualified without cost proposal review. No bidders conference or site visits are required before submission, though the Department reserves the right to conduct site visits after award consideration.
This procurement contains no specific set-aside designations for disadvantaged enterprises; however, vendors must comply with Title VI civil rights requirements, Equal Employment Opportunity provisions, HIPAA regulations, and provide culturally and linguistically appropriate services including language assistance for limited English proficiency persons at no cost. Vendors must be registered in good standing with the New Hampshire Department of State and registered with the New Hampshire Department of Administrative Services with an active vendor code to receive payment. Organizations must obtain and maintain commercial general liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate, as well as special cause of loss coverage of at least 80 percent of replacement value. The Perinatal Resource Hub must comply with open web standards including W3C standards (HTML5, CSS 2.1, XML 1.1), employ mandatory security measures including multi-factor authentication, Advanced Encryption Standard encryption, role-based access controls, and comprehensive audit logging. The hosting infrastructure must meet ANSI/TIA-942 Tier 3 Data Center standards with 99.982 percent availability and include daily differential backups and weekly complete backups with off-site storage. The total anticipated contract value is approximately $425,000, comprised of $150,000 in State Fiscal Year 2027 and $275,000 in State Fiscal Year 2028, derived from federal and General Funds, with a maximum indirect cost rate capped at 15 percent or the vendor's federally negotiated rate, whichever is lower. The contract effective date is July 1, 2026, with services continuing through June 30, 2028, with options to extend for up to four additional years, and monthly payment will be made based on approved budgets.
