About this opportunity

The City of Sparks, Georgia, is requesting proposals from architectural firms for pre- and post-award services on community and economic development projects funded through Georgia Department of Community Affairs programs (CDBG, EIP, RDF, and ITAD), with proposals due September 21, 2026, at 2:00 p.m. This is a Section 3 Covered Contract, and Section 3 Business Concerns are encouraged to apply.

The scope includes preliminary architectural reports, planning, design, cost estimating, bidding, construction oversight, quality control, project closeout, and Build America Buy America Act (BABA) documentation. Firms must provide detailed cost estimates covering all services from application through project closeout, including surveys, bid documents, bid analysis, contractor performance management, inspections, change orders, payment approvals, DCA reporting, and BABA compliance. The preliminary architectural report must be delivered within 30 days of selection, with final plans and specifications on a defined timeline.

Evaluation is scored on a four-point scale (Poor=1, Fair=2, Good=3, Excellent=4) across six criteria: ability to supply all major disciplines; experience with relevant construction types; knowledge of the local community; staff expertise; prior CDBG program experience; and cost competitiveness. Reviewers must also verify the firm's ability to meet the preliminary architectural report deadline and confirm Errors and Omissions insurance coverage.

Contact Lindsay Ray at the Southern Georgia Regional Commission, (229) 333-5277, to obtain the Statement of Qualifications, Section 3 Forms (if claiming Section 3 status), and scoring criteria. Proposals must be submitted to Miriam Jones, City Clerk, 115 E. Colquitt Street, Sparks, GA 31647. The City reserves the right to accept or reject any or all proposals and waive informalities. All contracts are subject to Section 3 compliance, Title VI Civil Rights protections, Section 504 accessibility standards, and Americans with Disabilities Act requirements.
