About this file

This is a Qualification Evaluation Form used by the City of Sparks, Georgia, to score and select an architectural firm for pre- and post-award services related to Community Development Block Grant-Revolving Development Fund (CDBG-RDF) projects. The City of Sparks is soliciting proposals from architectural firms to provide comprehensive services including planning, design, cost estimating, bidding, construction oversight, project closeout, and required Build America Buy America (BABA) documentation. Projects may be funded through Georgia Department of Community Affairs programs including CDBG, Economic Impact Program (EIP), RDF, and Integrated Technical Assistance for Development (ITAD). Proposals must be submitted by 2:00 p.m. on September 21, 2026, to the City of Sparks, ATTN: Miriam Jones, City Clerk, 115 E. Colquitt St., Sparks, GA 31647. Interested firms should contact Lindsay Ray at the Southern Georgia Regional Commission at (229) 333-5277 to obtain the Statement of Qualifications, Section 3 Forms if applicable, and scoring criteria.

The evaluation form establishes six selection criteria scored on a scale of one to four points (Poor, Fair, Good, Excellent): the firm's ability to supply all major disciplines necessary to perform the work; experience with the type of construction involved; knowledge of the community; staff expertise; prior experience with CDBG projects; and cost competitiveness. Additionally, reviewers must verify whether the firm can meet the preliminary architectural report deadline and whether the firm carries Errors and Omissions insurance. The City of Sparks reserves the right to accept or reject any or all proposals and waive informalities. This contract opportunity is a Section 3 Covered Contract under HUD regulations, and Section 3 Business Concerns are encouraged to apply. The City is committed to Affirmatively Further Fair Housing and compliance with applicable civil rights, fair housing, accessibility, and federal procurement laws.
