About this opportunity

The Paulding County Airport Authority (PCAA) is issuing a Request for Proposals (RFP) for the procurement of Fixed Base Operator (FBO) services at Paulding Northwest Atlanta Airport in Dallas, Georgia. The successful proposer will be responsible for financing, operating, and managing a full-service FBO including fueling, aircraft handling, hangar management, ramp management, ground support equipment, aircraft towing, and related aviation services. Key deliverables and requirements include leasing a minimum of 2,500 square feet of inside terminal space and 1,000 square feet of dedicated FBO office space at rates of $26 or better per square foot annually; leasing at least 2 acres of ramp space at rates exceeding $0.45 per square foot annually; constructing or leasing a minimum of 24,000 square feet of dedicated hangar space; and purchasing the existing fuel farm facility (containing one 10,000-gallon AvGas 100LL tank and one 12,000-gallon Jet A tank) valued at $450,000 to $500,000. The operator must maintain 8 a.m. to 6 p.m. operating hours seven days weekly (except major holidays), provide adequate staffing and ground service equipment, comply with all airport minimum standards for insurance, fueling regulations, and spill prevention, and pay a fuel flowage fee of $0.20 per gallon with 2% annual increases. Evaluation criteria allocate 30 points each to facility rental and revenue to PCAA, business plan and level of service, and qualifications and experience, with 10 points for other lease provisions and optional 10 bonus points for interview participation. Proposals must be submitted in one original and three identical copies to 730 Airport Parkway, Dallas, Georgia 30157 by 5:00 p.m. EDT on August 18, 2025. Written questions are due by 5:00 p.m. EDT on August 1, 2025, and site visits require 24-hour advance notice to the Airport Director. Award is anticipated within 90 days of the proposal due date.

The RFP does not specify any set-aside designations or restrictions on organizational types eligible to respond. No incumbent vendors or current contractors are identified in the solicitation documents. The existing fuel farm facility represents critical infrastructure that the successful proposer must integrate into operations, with the opportunity to purchase this facility projected to save approximately $1,000,000 compared to designing and constructing a new facility. Historical fuel sales data shows AvGas 100LL sales of 32,760.31 gallons in 2022 and 37,329.60 gallons in 2023, while Jet A sales were 27,285.67 gallons in 2022 and 21,240.23 gallons in 2023. The PCAA projects full-year 2025 fuel volumes of 50,000 gallons of AvGas and 38,000 gallons of Jet A, which would generate approximately $450,000 in revenue excluding hangar rent. The standard initial lease term is five years with one optional five-year renewal, though the PCAA will consider alternate terms justified by capital investment or the ability to adequately amortize leasehold improvements.
