About this opportunity
The City of La Crosse, Wisconsin, located in La Crosse County, is seeking proposals for custodial services at the La Crosse Municipal Service Center through a Request for Proposals (RFP). The procurement seeks a contractor to provide comprehensive cleaning services three days per week (Monday, Wednesday, and Friday) at the facility located at 2000 Marco Drive. The contract term is three years, with services to be performed around specific holiday closures including New Year's Day, Memorial Day, Labor Day, Thanksgiving, and Christmas. Potential bidders are strongly encouraged to arrange a site visit with Adam Lorentz, Transit Manager, by calling 608-789-7350 or emailing lorentza@cityoflacrosse.org to familiarize themselves with the facility and job requirements. The evaluation of proposals will be conducted using a 100-point scoring system that includes contractor experience and references (30 points), price (50 points), and value-added services not included in the original cleaning schedule (20 points). Proposals were due by 2:00 p.m. on Thursday, January 24, 2019, to be submitted to the Municipal Transit Utility.
The procurement is subject to a financial assistance agreement with the U.S. Department of Transportation's Federal Transit Administration (FTA), which imposes specific compliance requirements on the successful bidder. These requirements include adherence to equal opportunity regulations and disadvantaged business enterprise guidelines, with the contractor required to certify eligibility for federally assisted projects. The City of La Crosse reserves significant discretion in the procurement process, including the right to accept or reject any or all proposals, waive technical irregularities, and make awards deemed in the best interest of the city. While specific budget ranges are not explicitly detailed in the available documentation, the procurement suggests a desire for competitive pricing and comprehensive service delivery. The contract appears to be open to various qualified vendors who can meet the specified custodial service requirements and comply with federal procurement regulations.
