About this opportunity
The La Crosse Municipal Transit Utility in Wisconsin is seeking proposals for comprehensive custodial services at the Grand River Station - Transit Center, located at 314 Jay Street. The Request for Proposals (RFP) solicits a three-year contract for daily cleaning services to be performed seven days a week, 359 days annually, with service suspended on six specific holidays. Potential bidders are strongly encouraged to conduct a site visit with Adam Lorentz, Transit Manager, by contacting him at 608-789-7350 or lorentza@cityoflacrosse.org to fully understand facility requirements. Proposals will be evaluated using a 100-point scoring system that includes 30 points for contractor experience and references, 50 points for price, and 20 points for value-added services not included in the standard cleaning schedule. The proposal submission deadline is 2:00 p.m. on Thursday, January 24, 2019, with proposals to be submitted directly to the Municipal Transit Utility office.
The procurement is subject to federal regulations as the award is contingent upon a financial assistance agreement with the U.S. Department of Transportation's Federal Transit Administration (FTA). Successful bidders must comply with FTA requirements, including equal opportunity and disadvantaged business regulations, and must certify eligibility for federally assisted projects. While specific budget ranges are not explicitly stated, the comprehensive nature of the daily custodial services suggests a substantial contract value. The City of La Crosse reserves the right to accept, reject, or modify proposals as deemed necessary to serve the city's best interests. No incumbent vendor information is provided in the documentation, and there are no explicit set-aside designations beyond the standard FTA disadvantaged business enterprise requirements. The procurement appears open to qualified custodial service providers who can demonstrate experience, competitive pricing, and the ability to meet the detailed cleaning schedule for the transit center.
