About this opportunity

The State of Missouri Office of Administration is requesting proposals for project management services to oversee implementation of the Missouri Vital Enterprise Resource System (MOVERS) ERP replacement, with proposals due August 14, 2026 at 2:00 p.m. Central Time. The contractor cannot be Mythics, Accenture, or their respective subcontractors, as these entities are already contracted for ERP software and implementation services—a decision-flipping conflict-of-interest constraint.

The scope encompasses comprehensive project management across a statewide ERP transition replacing legacy SAM II, BRASS, and JD Edwards systems across Executive, Judicial, and Legislative agencies. The contractor must provide a full-time Project Director (12+ years project management experience, PMP certification), a minimum of four full-time Project Managers (7+ years ERP implementation experience), a full-time Testing Manager, and a full-time Scribe, all working onsite in Jefferson City, Missouri. Core deliverables include schedule tracking, performance management, budget support, risk and issue management, testing oversight, and stakeholder coordination.

The contract runs from the effective date through June 30, 2028, with two optional one-year renewal periods. Pricing is firm and fixed per Exhibit B with monthly invoicing following deliverable acceptance. The State provides workspace, shared telephone access, and computer infrastructure; the contractor furnishes all other materials, labor, and equipment.

Minimum qualifications require ten years in business with seven years of public-sector project management services, plus completion of at least three comparable ERP projects for public-sector entities with budgets of at least $4 billion and 10,000+ full-time equivalent employees. Liquidated damages of $25,000 per occurrence apply for unauthorized removal of key personnel, and $1,000 per business day applies for failure to replace key personnel within 15 calendar days. The contract is contingent on annual appropriations by the Missouri General Assembly.
