About this opportunity
The State of Missouri Office of Administration, Division of Purchasing, is requesting proposals for Independent Verification and Validation (IV&V) services supporting the MOVERS (Missouri Vital Enterprise Resource System) implementation, with proposals due August 14, 2026, at 2:00 PM Central Time under RFP STATE 0000000496SL.
The contractor must provide a dedicated on-site team including a full-time Project Manager, two full-time Senior Business and System Analysts (one for Finance, one for HCM/Payroll), and a Technical System Architect, all subject to state approval and background checks. IV&V scope encompasses project management oversight, technical and functional domain review, risk management, testing validation, data migration oversight, security assessments, and post-implementation reviews across four planned release phases (Release 1 March 1, 2027; Release 2 July 1, 2027; Release 3 and 4 January 1, 2028). All services are performed on-site at the Office of Administration in Jefferson City, Missouri, under a mandatory dual-reporting structure to the MOVERS Oversight Committee and MOVERS Program Executive. The state's legacy systems (SAM II, BRASS, JD Edwards) are being replaced with Oracle Fusion Cloud.
Minimum qualifications: ten years in business, seven years of public sector IV&V services experience, and three completed complex ERP projects for public sector entities with annual budgets of at least $4 billion and minimum 10,000 full-time equivalent employees. Key personnel must hold appropriate certifications (PMP for Project Manager) and Oracle Fusion Cloud Finance and HCM experience is highly desirable. Contractors must register in MissouriBUYS, achieve "Approved" and "Spend Authorized" status, pass nationwide fingerprint-based background checks through the Missouri State Highway Patrol, and complete Office of Cyber Security training.
Pricing is firm and fixed per Exhibit B hourly rates submitted with the proposal; liquidated damages apply at $25,000 per unauthorized removal of key personnel and $1,000 per business day for failure to replace key personnel within 15 calendar days. The contract period extends from effective date through June 30, 2028, with potential renewal for two additional one-year periods. All state data must remain within the United States and stored exclusively on state-provided systems or secured data centers; no use of state data for AI training is permitted without explicit written authorization.
