About this opportunity
The State of Alaska Department of Public Safety is requesting proposals for psychological screening and evaluation services under RFP 2027-1200-0024, with proposals due by 4:30 p.m. AKST on August 5, 2026. Offerors must demonstrate a minimum of ten years of experience performing psychological screening and examination services for law enforcement agencies; proposals lacking this experience will be deemed non-responsive and rejected.
The contractor will provide pre-employment psychological evaluations (PEPE) for applicants to Alaska State Trooper, Court Services Officer, and Deputy Fire Marshal positions; fitness-for-duty evaluations (FFDE); officer-involved shooting (OIS) consultation services; and general consultation services on an as-needed basis. The state anticipates conducting 80–120 PEPE annually and up to five FFDE annually. Final evaluation reports must be delivered within seven business days and include completed Alaska Police Standards Council F11 forms. Testing and interviews will primarily occur Monday through Friday, 8:00 a.m. to 5:00 p.m. AKST, though occasional weekend testing may be required. Evaluations will be conducted onsite in Anchorage or via virtual technology platforms meeting HIPAA requirements.
The contract term runs from approximately September 1, 2026, through August 31, 2027, with four one-year renewal options exercisable at the state's sole discretion. This is a firm fixed-price contract with payment based on a negotiated payment schedule. The contractor must provide one hour per month of consultation services at no cost; additional time is billable at state-approved rates.
Evaluation criteria allocate 60 percent of total points to contract cost, 10 percent each to experience and qualifications and understanding of the project, 5 percent each to methodology and management plan, and 10 percent for Alaska Offeror Preference if applicable. No subcontractors or joint ventures are permitted. The contractor must obtain and maintain professional liability insurance, commercial general liability coverage of $300,000, commercial automobile liability of $300,000, and workers' compensation insurance. All records and psychological evaluations become the property of DPS and are confidential. The Notice of Intent to Award is scheduled for August 14, 2026, and contract issuance for August 25, 2026. Direct questions in writing to Jason Monkelien, Procurement Specialist 3, at (907) 269-5582 or jason.monkelien@alaska.gov.
