About this file
This is Amendment 1 to Request for Proposal 2027-1200-0024 issued by the State of Alaska Department of Public Safety, Division of Administrative Services, for psychological screening and evaluation services. The amendment extends the proposal deadline from August 5, 2026, to August 12, 2026, at 4:30 p.m. AKST. The contractor will provide pre-employment psychological evaluations for Alaska State Trooper, Court Services Officer, and Deputy Fire Marshal applicants; fitness-for-duty evaluations; officer-involved shooting consultation services; and general consultation on an as-needed basis. The state anticipates conducting 80–120 pre-employment psychological evaluations annually and up to five fitness-for-duty evaluations annually. Final evaluation reports must be delivered within seven business days and include completed Alaska Police Standards Council F11 forms. Testing and interviews will primarily occur Monday through Friday, 8:00 a.m. to 5:00 p.m. AKST, though occasional weekend testing may be required. The contract term runs from approximately September 1, 2026, through August 31, 2027, with four one-year renewal options exercisable at the state's sole discretion. The Notice of Intent to Award is scheduled for August 14, 2026.
The amendment also clarifies key requirements and removes certain proposal documentation requirements from Section 4.03. Specifically, the amendment requires all offerors to employ at least one fully licensed psychologist with all necessary applicable professional licenses required by Alaska Statute prior to the proposal deadline, though additional fully licensed personnel may be used throughout the contract term. Independent contractors and evaluators working within the awarded offeror's organization are permitted, but subcontractors and joint ventures are prohibited. The evaluation criteria allocate 60 percent of total points to contract cost, 10 percent each to experience and qualifications and understanding of the project, 5 percent each to methodology and management plan, and 10 percent for Alaska Offeror Preference if applicable. The contractor must maintain professional liability insurance, commercial general liability coverage of $300,000, commercial automobile liability of $300,000, and workers' compensation insurance. The contractor must provide one hour per month of consultation services at no cost; additional consultation time is billable at state-approved rates. All records and psychological evaluations become the property of the Department of Public Safety and are confidential. Offerors must sign and return the amendment page with their proposal, and failure to do so may result in rejection.

Changes to the RFP:
Change 1: Deadline for receipt of proposals is extended to August 12, 2026, at 4:30 p.m. AKST.
Change 2: Remove the following language from Section 4.03 Experience and Qualifications,
• “Itemize the total cost and the number of estimated hours for each individual named above.”
Change 3: Remove Section 6.02 paragraph and replace with, “Prior to the deadline for receipt of proposals, all offerors must employ at least one fully licensed psychologist with all necessary applicable professional license(s) required by Alaska Statute to work on this contract. Additional fully licensed personnel may be used throughout the life of the contract.”
Questions submitted by potential offerors and answers from the state:
Question 1: Section 3.09 states, “Subcontractors will not be allowed.” Does this prohibit include individual licensed psychologists who work directly for the offer as 1099 independent contractors? The psychologist would be identified in the proposal as project team members, work under the offeror’s management and quality-control procedures and would not be separate psychological firms receiving an assigned portion of the contract.
Answer: Subcontractors are not allowed, with the exception of independent contractors/evaluators working within the awarded offerors organization.
Question 2: Section 5.08 Contract Cost’s example is internally inconsistent – the narrative references 40% of
1000 available points and 400 maximum cost points, while the stated maximum is 60. Please confirm the cost formula uses 60 maximum points.
Answer: That maximum points for cost is 60
