About this opportunity

The Madison Metropolitan School District (MMSD) in Wisconsin has issued Request for Proposal (RFP) 4064 for District Vending Services, seeking to contract with one or more vending services providers to supply and maintain beverage and/or snack vending machines across its 49 buildings. The procurement covers approximately 100 current locations spanning 32 elementary schools, 12 middle schools, and 5 high schools, serving roughly 27,000 students and over 4,000 employees. Vendors must submit comprehensive proposals including proposed products, machine layouts, vended prices, and commission rates using a standardized Excel workbook (Attachment D). All products must comply with Department of Public Instruction and USDA guidelines, with specific restrictions on beverage and snack placement in elementary and middle school student-accessible areas. Key proposal requirements include maintaining workers' compensation and commercial liability insurance, conducting employee criminal background checks, installing energy-saving equipment devices, and providing timely equipment maintenance. The RFP timeline includes a mandatory question deadline of January 10, 2020, a potential vendor conference on January 14, 2020, and proposal submissions due January 31, 2020 at 2:00 PM CST, with anticipated Board of Education approval on February 24, 2020.

The contract does not appear to have specific set-aside designations for disadvantaged enterprises. The initial contract term runs from the award date through June 30, 2023, with options for two additional one-year renewals by mutual agreement. Each building will have the flexibility to select vendors based on student and employee preferences and commission rates, with no mandated minimum or maximum commission rates. Vendors must submit monthly commission payments with detailed remittance advice to the District's Administrative Services Department. While specific award values are not explicitly stated, the comprehensive nature of the contract covering 49 buildings suggests a potentially significant financial opportunity for selected vending services providers. The District will be exempt from Federal Excise Tax and Wisconsin State Sales Tax, and all vendor communications will be centralized through the Administrative Services Department. The RFP explicitly excludes beverages and snacks sold in school student stores, concessions run by organizations, or products sold through MMSD Food Services operations, narrowing the scope of the vending services contract.
