About this opportunity
The Brantley County Development Authority has issued a Request for Proposal (RFP #043025) seeking a comprehensive purchase and development proposal for all undeveloped land in four specific areas: Satilla Plantation, Satilla Pastures, Pine Crest, and Eagles Crest. The procurement encompasses the entire package of land, including wetlands and roads, with a base cash bid requirement of $250,000. Prospective buyers must submit a detailed development plan that includes specific requirements such as a minimum home size of 1,400 square feet with a two-car garage, a drainage plan, new entrance gates, road and right-of-way planning, and utility infrastructure. Evaluation criteria will focus on vendor qualifications, development experience, references, and the overall potential to support property development. Mandatory submission requirements include proof of financing and a comprehensive development plan. The proposal submission deadline is Monday, June 9th at 3:00 pm, after which the Development Authority will schedule proposal presentations to their Board of Directors. The authority is also considering providing tax abatement for a minimum of 18 months, with a review after one year to determine if extended time is necessary.
The RFP does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Individual land purchases will be limited to 10 acres, and the successful bidder will be required to form a master association for road and common area maintenance. The proposal requires a $5,000,000 performance bond to be maintained for five years or until project completion. Bidders must provide a detailed plan for amending existing subdivision covenants and commit to paying a $250 impact fee per home sold. While a specific award value is not explicitly stated, the base cash bid of $250,000 provides a minimum threshold for consideration. The development plan anticipates creating a residential community with agricultural potential, allowing for residential dwellings, barndominiums, and limited agricultural activities. Prospective buyers should be prepared to take control of all roads and develop a comprehensive community infrastructure that aligns with the existing protective covenants established for the area.
