About this opportunity

This Request for Information (RFI) issued by Broward County and Fort Lauderdale City, Florida, seeks to determine the availability of a Commercial Vehicle Management System (CVMS) from alternative vendors or providers. The procurement concerns proprietary software developed exclusively by GateKeeper Systems Inc. that manages commercial vehicle operations at the Fort Lauderdale-Hollywood International Airport. The system operates a commercial vehicle management platform and a separately managed Transportation Network Company (TNC) operations module, integrating tightly with TransCore's Automatic Vehicle Identification (AVI) hardware to enable remote triage and diagnostics of Radio Frequency Identification (RFID) lane hardware, remote updates of RFID reader information including RF status, input/output status, frequency changes, and time updates, and the ability to remotely turn RF sensors on and off. The system supports rapid remote troubleshooting without requiring on-site dispatch and utilizes National Electrical Manufacturers Association (NEMA)-compliant enclosures, batteries, and antennas with fiber optic and cabling connections. The software is intended for enforcement and collection of per-trip fees from ground transportation operators. The RFI was posted on May 4, 2026, with a closing date of May 27, 2026, and prospective vendors are requested to submit information regarding their ability to meet or exceed the County's requirements through the electronic bidding system, including supporting documentation contesting the single-source designation if applicable.

The RFI notice indicates a Notice of Intent to Designate Single Source, which suggests that the procurement may be restricted to GateKeeper Systems Inc. unless vendors can demonstrate alternative solutions that would equally meet the County's needs. No specific set-aside designations for disadvantaged enterprises or restrictions on vendor types are detailed in the available information. GateKeeper Systems Inc. is identified as the incumbent vendor providing the existing CVMS infrastructure at Fort Lauderdale-Hollywood International Airport, and any successful vendor response must ensure compatibility and integration with the currently deployed TransCore AVI hardware, RFID reader equipment, and related network infrastructure. The procurement includes provisions for integrated software with full maintenance support as part of the deliverables. No explicit award value or budget range is provided in the RFI documentation.
